Description:
Construction of photovoltaic installations on municipal properties in Racibórz, including project documentation, installation of energy systems, and training for operation management.

1. The subject of the order includes the construction of photovoltaic installations on municipal properties in Racibórz under the "design and build" formula, covering in particular: 1) preparation of complete project documentation along with all legally required agreements, 2) supply and installation of photovoltaic installations along with energy storage systems, 3) implementation of a monitoring and electric energy management system, 4) conducting training on the operation/management of the installations at the following locations/objects: a) Kindergarten No. 11 in Racibórz, ul. Jana 20, 47-400 Racibórz; b) Kindergarten No. 14 in Racibórz, ul. Słoneczna 31, 47-400 Racibórz; c) Kindergarten No. 24 in Racibórz, ul. Bielska 2, 47-400 Racibórz; d) Primary School No. 1 in Racibórz, ul. Cecylii 30, 47-400 Racibórz; e) Primary School No. 15 in Racibórz, ul. Juliusza Słowackiego 48, 47-400 Racibórz; f) Educational and Kindergarten Complex No. 2 in Racibórz, ul. Juliana Tuwima 1, 47-400 Racibórz; g) Educational and Kindergarten Complex No. 3 in Racibórz, ul. Sudecka 2, 47-400 Racibórz; h) OSiR Sports and Entertainment Hall in Racibórz, ul. Łąkowa 31, 47-400 Racibórz; i) H2Ostróg Swimming Pool in Racibórz, ul. Zamkowa 4, 47-400 Racibórz; j) Photovoltaic Farm, Plot No. 81/30, inventory unit 241101_1, precinct 0001 Brzezie, Racibórz municipality. NOTE! 1) The work will be carried out in active facilities/units, therefore the Contractor is obliged to plan and carry out the work in a manner that guarantees the continuous functioning of the facilities/units and minimizes the limitations and inconveniences associated with the work being conducted. 2) The Ordering Party draws attention to the fact that the functional-use program concerning education buildings (document PFU - Racibórz education buildings.pdf) includes Primary School No. 13 in Racibórz and Kindergarten No. 23 in Racibórz, which are not included in the subject of the order. 2. A detailed description of the subject of the order is included in the Functional-Use Program, DNSH Guidelines, which is Appendix No. 5 to the SWZ. 3. Other requirements are specified in the template agreement, which is Appendix No. 4 to the SWZ. 4. The Contractor shall provide the Ordering Party with a minimum 60-month warranty on the performed subject of the agreement from the date of signing the final acceptance protocol, with the stipulation that the devices included in the installation must have the warranties mentioned below from the manufacturers: 1) for photovoltaic modules: a) for hidden defects - min. 10 years from the date of signing by the Ordering Party the final acceptance protocol of the investment task, as confirmed by the manufacturer’s warranty; b) for power output from photovoltaic modules – min. 85% after 30 years of installation operation, as confirmed by the manufacturer’s warranty. 2) for inverters - for a period in accordance with the declaration contained in the bid form, but not less than 10 years from the date of signing by the Ordering Party the final acceptance protocol of the investment task, as confirmed by the manufacturer’s warranty; 3) for energy storage devices – for a period in accordance with the declaration contained in the bid form, but not less than 10 years from the date of signing by the Ordering Party the final acceptance protocol of the investment task, as confirmed by the manufacturer’s warranty; 4) for power optimizers – min. 25 years from the date of signing by the Ordering Party the final acceptance protocol of the investment task, as confirmed by the manufacturer’s warranty; 5) for the mounting structure – min. 10 years from the date of signing by the Ordering Party the final acceptance protocol of the investment task; 6) for other materials and devices – min. 5 years from the date of signing by the Ordering Party the final acceptance protocol of the investment task; 7) The Contractor shall provide a warranty for the delivered/implemented monitoring and electric energy management system for a period in accordance with the declaration contained in the bid form, but not less than 6 years from the date of signing by the Ordering Party the final acceptance protocol of the investment task. Note! - The warranty period for inverters, energy storage, and monitoring and management system support services is a criterion for bid evaluation under § 17 SWZ. 5. The Contractor's obligation to carry out the investment in accordance with the DNSH principle. In accordance with Article 17 of the Regulation of the European Parliament and of the Council (EU) 2020/852 of June 18, 2020, establishing a framework to facilitate sustainable investments (EU Taxonomy), the Contractor is obliged to apply the principle of Do No Significant Harm (DNSH) at both the design and implementation stages of the task. Consequently, the Contractor shall be obliged to: a) carry out the order in accordance with the DNSH principle in the areas of climate change mitigation, climate change adaptation, sustainable management of water and marine resources, circular economy, preventing and controlling air, water, or soil pollution, protecting biodiversity and ecosystems, b) utilize environmentally friendly solutions and materials in the course of executing the task, including, but not limited to: low-emission materials, construction waste segregation systems, air, soil, and water protection measures, c) maintain records demonstrating compliance with the DNSH principle (including materials register, waste summary, green protection protocols, photographic documentation). The investment will not negatively impact remaining environmental objectives such as circular economy, pollution prevention and control, protection and restoration of biodiversity and ecosystems, climate change adaptation. 6. Site Visit 1) Due to the specificity of the subject of the order, the Ordering Party recommends that Contractors conduct a site visit. 2) The Ordering Party informs that the lack of participation in the site visit will not have negative consequences for the Contractor in the form of rejection of the bid based on Article 226 paragraph 1 point 18 of the Public Procurement Law. 3) The Contractor conducts the site visit at their own expense.
