Description:
The project involves the construction of a green mobility corridor in Alba Iulia, featuring a 2.3 km street with lanes for vehicles, public transport, bicycles, and pedestrians, along with necessary utility network upgrades and coexistence measures for existing electrical installations.

The investment objective “SMOOTHING ROAD TRAFFIC THROUGH SUSTAINABLE URBAN MOBILITY MEASURES – CONSTRUCTION OF AN ARTERY WITH THE ROLE OF A GREEN MOBILITY CORRIDOR ON THE SOUTHWEST SIDE OF ALBA IULIA CITY” SMIS Code: 349615 has been approved for funding under the Central Region PR 2021-2027 program, which has a completion deadline of December 31, 2029.
The procurement object includes the following components:
A. Execution of works related to the mobility corridor
The contractor will carry out, based on the documentation provided to bidders, documentation which forms an integral part of the awarding documentation, namely the DTAC documentation, PTh, and the related Specifications, the works for the creation of a category II street, with a length of 2.3 km and a design speed of 50–60 km/h. Execution of works will be done based on Building Permit no. 578 from 30.10.2025, which is also part of the awarding documentation.
The main works are:
• construction of four traffic lanes, two lanes per direction;
• construction of dedicated lanes for public transport;
• construction of two overpasses above Brândușei and Orlea streets;
• arrangement of sidewalks and bicycle paths;
• construction of six bus stations;
• arrangement of intersections and the roundabout;
• construction of rainwater collection and drainage systems;
• construction and modernization of utility networks;
• implementation of vertical and horizontal traffic signage;
• installation of public lighting with remote management system;
• installation of video surveillance system;
• arrangement of green spaces and installation of urban furniture;
• carrying out all necessary related works for the proper functioning of the objective.
B. Design and execution of works resulting from the coexistence study
The coexistence study concerns the existing electrical networks administered by Distribuție Energie Electrică România S.A. (DEER) – Alba Branch, affected by the construction of the mobility corridor.
For works resulting from the study, the contractor will provide:
• verification of the actual situation of the networks on site;
• elaboration of the technical project and execution details;
• synchronization of the documentation with the technical project of the road and overpasses;
• documentation verification by authorized specialists;
• submission of documentation to DEER – Alba Branch for analysis and approval;
• obtaining the necessary approvals and permits;
• execution of approved works;
• conducting tests, inspections, and commissioning of the affected installations;
• drafting and handing over the final and as-built documentation.
Works may include, depending on solutions established by the coexistence study, protection, diversion, relocation, modification, or decommissioning of the affected electrical installations.
Design and execution activities will be carried out by economic operators holding ANRE certificates corresponding to the type of works and voltage level of the installations. Documentation will be verified by authorized specialists, according to applicable regulations.
According to the provisions of art.160 para. (1) of Law no. 98/2016 with subsequent amendments and completions, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the awarding documentation is 18 days before the submission deadline.
According to the provisions of art.160 para. (2) of Law no. 98/2016 with subsequent amendments and completions, the contracting authority will respond clearly and completely to all requests for clarifications/additional information no later than 11 days before the submission deadline, provided they are addressed within the deadline set in the participation notice.

The project aims to create a road corridor in the southwest area of Alba Iulia municipality, ensuring connection between Revoluției Boulevard and Ion Lăncrănjan Street with Ferdinand I Boulevard and the Ring Road. The main objective is to divert traffic from the urban area to the periphery and close the ring road of the municipality.
This public procurement concerns the execution of works for the mobility corridor based on the technical project provided by the contracting authority, as well as the design and execution of works resulting from the coexistence study.
LOT 1 includes the construction of a category II street, with a length of 2.3 km and a design speed of 50–60 km/h. The street profile includes:
• four traffic lanes, two lanes in each direction;
• dedicated lanes for public transport;
• sidewalks on both sides;
• one-way bicycle lanes;
• green space alignments;
• six bus stops.
The main areas and lengths provided are: 20,699 sqm of roadway, 15,422 sqm of dedicated lanes for public transport, 4,700 m of bicycle lanes, 11,723 sqm of sidewalks and 12,224.66 sqm of green spaces.
The route crosses Brândușei and Orlea streets via two overpasses located at km 0+575 and km 0+835. The first overpass ensures a minimum clearance height of 5.50 m, and the second a clearance height between 4.20 and 4.50 m, with the possibility of later adaptation during modernization works of Orlea street.
The project includes road safety works and rainwater collection and evacuation, specifically:
• installation of 201 road signs;
• execution of longitudinal and transverse markings;
• markings for pedestrian crossings;
• arrangement of pedestrian crossings on an anti-slip red background;
• green marking of areas where bicycle paths cross the roadway;
• execution of resonant markings near the roundabout at the intersection with Viilor street;
• construction of drainage systems dimensioned for water evacuation including heavy rainfall conditions.
Landscaping involves planting 660 trees adapted to local climatic conditions, including drought and extreme temperatures, as well as installing 59 benches and 68 garbage bins. The proposed vegetation will contribute to improving the microclimate, reducing carbon dioxide, and shading pedestrian and bike paths.
The investment also includes modernization of utility networks. Planned are the construction of 1,845 m of water supply network, 2,582 m of household sewage, and 2,682 m of stormwater drainage, as well as installation of 116 drainage inlets, 91 inspection chambers, and three oil separators.
The procurement also includes works necessary to ensure coexistence conditions between the designed road infrastructure and the existing networks affected by the investment. These may include, depending on solutions from the coexistence study, protection, diversion, relocation, replacement, modification, or decommissioning of the targeted networks and installations.
For works resulting from the coexistence study, the contractor will prepare the necessary technical documents, including technical projects and execution details as appropriate. Documents will be coordinated with the technical project of the mobility corridor, verified by accredited specialists, and submitted for approval by network operators or holders according to legal requirements and conditions set in the awarding documentation. After approvals, the contractor will carry out the designed works and ensure testing and commissioning of affected networks as applicable.
Coexistence solutions and intervention sequencing will be coordinated with road works, overpass works, drainage systems, utility networks, and electrical installations to maintain service continuity and not affect works already completed.
Public lighting will be provided through 129 modern, energy-efficient systems equipped with remote management. The corridor will also benefit from IP video cameras for site surveillance and image transmission.
The contract includes design and execution of works from the coexistence study needed for protecting, diverting, relocating, and modernizing 0.4 kV and 20 kV electrical distribution networks administered by Distribuție Energie Electrică România S.A. – Alba Branch and affected by the mobility corridor construction.
The low-voltage component mainly includes construction of a 0.4 kV underground electrical network approximately 1,331 m long, installation of 11 distribution cabinets, four measurement and protection blocks, and four poles, restoration of consumer connections, grounding installations, and decommissioning of existing overhead electrical network including dismantling of 26 poles and associated conductors.
The medium voltage component includes replacement of aerial transformation station PTA 173 Alba with a concrete enclosed transformation station PTAB 173 Alba, equipped with a 250 kVA transformer, 20 kV and 0.4 kV installations, protection, control, and SCADA integration equipment. Also planned are the construction of 20 kV LES circuits, relocation of medium voltage network at the intersection with Brândușei street, installation of new poles, decommissioning of existing installations, and restoration of areas affected by the works.
For these works, the contractor will ensure verification on site, elaboration of technical project and execution details, documentation verification by authorized specialists, obtaining DEER – Alba Branch approval, execution by ANRE certified operators, testing, and commissioning.
