The contract includes construction and installation works for a photovoltaic installation with a power of minimum 148 kWp and maximum 150 kWp together with associated works and installations:
1. The photovoltaic installation will comprise the following main components: - monocrystalline photovoltaic panels with a unit module power not less than 540 Wp - inverters with a minimum power of 50 kW each, - supporting structure concerning other elements, - connection of the installation to the power grid; 2. Grounding and equipotential bonding installation; 3. Post-installation construction works; 4. Post-installation measurements, notification, and commissioning of the installation (understood as technical start-up); 5. Preparation of Technical Project(s), including power changes and other PV installation modifications; 6. Notification to the distribution network operator (DNO) about connecting the photovoltaic installation to the power grid; 7. Coordination with a fire protection expert regarding compliance of the installed photovoltaic installation project with fire safety requirements by an authorized expert and notification of the photovoltaic installation on behalf of the Contracting Authority to the State Fire Service authorities (according to Article 56 Section 1a in connection with Article 29 Section 4 point 3 letter c of the Act of 7 July 1994 Construction Law Journal of Laws 2023 item 682).
Attached is the building permit concerning the execution of a PV installation with a total power of 400 kWp divided into 5 panel deployment areas – this inquiry concerns only the PV4 area – the south roof section of the newly designed HM7 hall. The HM7 hall is being executed under a separate procedure (Announcement no. 2026-6432-290171, Competitiveness Database) – the PV installation Contractor will be obliged to coordinate works with the Construction Works Contractor under the said procedure (for example regarding loads or confirmation of loads from the hall Project and support post grid (spacing) for mounting the structure – the load-bearing structure for panels is implemented within the hall construction mentioned above).
Attached documents necessary for proper pricing of the installation: - drawing from the PV project with marked scope (only PV4), - building permit decision for the PV installation, - project for the building permit of the PV installation. Inverters: - three-phase inverter(s) with rated power selected according to the project, not less than 50 kW each; - minimum protection rating IP65; - maximum efficiency not less than 98.5%; - equipped with monitoring and communication systems allowing remote reading of operational data; - protections required by the project and applicable standards and producer warranty of no less than 7 years;
3. DC cabling - cross-section not less than 6 mm2 - intended for use in PV installations and—if provided in the project—for direct burying in the ground. This property must be confirmed by the manufacturer's technical documentation and a certificate or test report issued by an independent, competent body. Equivalent documents are allowed.
4. Cable line protections (RBK00 100A). Category: Supply / Other supplies CPV: 09332000-5 Solar power installations, 71000000-8 Architectural, construction, engineering and control services, 71200000-0 Architectural and similar services, 71220000-6 Architectural design services, 71320000-7 Engineering design services Location of execution: Mikołów, Mikołów County, Silesian Voivodeship Warranty period: According to provisions of point 3.6 of the inquiry for offers Evaluation criteria for bids: - Price 60% (max. 60 points) Points scored in the “price” criterion = (lowest net bid price among submitted bids / net price of examined bid) x 60 points - Length of product warranty for panels 15% (max. 15 points) (a) points scored for “length of product warranty for panels” criteria = (warranty period offered for examined bid / longest warranty period among submitted bids) x 15 points - Length of manufacturer’s warranty for inverters 15% (max. 15 points) (b) points scored for “length of manufacturer’s warranty for inverters” criteria = (warranty period offered for examined bid / longest warranty period among submitted bids) x 15 points - Length of execution warranty 10% (max. 10 points) (c) points scored for “length of execution warranty” criteria = (warranty period offered for examined bid / longest warranty period among submitted bids) x 10 points
Participation conditions: - Knowledge and experience: The Contracting Authority will consider this condition fulfilled if the Contractor:
- proves that within the last three years before the bid submission deadline (or if the business period is shorter – during this period) completed properly at least two implementations of photovoltaic installations with a minimum power of 140 kWp
and
- presents evidence that these implementations were properly executed, where the evidence means references or other documents drawn up or signed (initialed) by the entity for which the implementations were completed. If the Contractor is unable to obtain these documents for reasons beyond their control – other appropriate documents confirming this participation condition. - Persons capable of executing the contract: The Contracting Authority will consider this condition fulfilled if the Contractor proves that during the contract execution they will have at least one person with a valid qualification certificate in the power engineering field (group G1), in operation (E) or equivalent authorizations, allowing work on power equipment, installations and networks. To confirm this condition, the Contractor attaches a copy/scan of the above person’s qualification certificate to the offer. - Economic and financial situation: The Contracting Authority will consider this condition fulfilled if the Contractor presents a paid third-party liability insurance policy confirming that the Contractor is insured for liability with a guarantee amount not less than the offered contract value. To confirm payment of the policy, the Contractor presents relevant confirmations. - List of required documents/declarations: The Contractor is obliged to submit the offer on the Offer Form attached to this contract. Additionally, the Contractor attaches: - evidence confirming experience; - evidence confirming availability of persons to execute the contract; - paid third-party liability insurance policy (scan or electronic document) with payment confirmation(s). - Additional participation conditions: Required minimum warranty period for key elements – according to warranty requirements described in the contract subject description. Execution warranty – minimum 3 years. Warranty against defects – minimum 3 years, independently of manufacturers’ warranties on individual elements. The Contractor will ensure full serviceability of the installation. The Contractor should indicate that the scope of works offered complies with the contract subject described in this inquiry and accept the terms set out in the announcement. The contract is awarded by request for proposal, maintaining the principle of competitiveness. All costs of preparing the offer are borne by the Contractor, regardless of the outcome of the proceedings conducted with the competitiveness principle. Submitting an offer does not create any obligations towards the parties. Offers are prepared at the Contractors’ cost. A contract will be concluded with the Contractor whose offer is recognized as the most advantageous (i.e., scores the highest points). This contract will be concluded on the Contracting Authority’s terms after selecting the offer and the contract execution will proceed under its provisions. If a joint offer by Contractors is selected, the Contracting Authority reserves the right, before contract conclusion, to request a cooperation agreement between these Contractors. The Contracting Authority reserves the right to terminate (close) the procurement procedure without selecting any offer, without providing reasons, at any stage of the procedure. The Contracting Authority allows submitting inquiries regarding this announcement exclusively via the competitiveness database, no later than the end of the working day before the last day of the submission period. The Contractor undertakes to execute the contract considering the assumptions of so-called “green procurement,” particularly by: • using containers meant for reuse to transport products, e.g., returnable pallets; • segregating used products or packaging and then, as much as possible, reusing, recycling, or properly disposing of them; • training employees performing the task about the environmental impact of their work.
The Contractor whose offer is selected as the most advantageous is obliged, before contract conclusion, to provide a performance security (hereinafter "security") amounting to 3% of the total gross price in the offer.
