As part of the expansion of a climate-friendly and stable energy system, STAWAG Energie plans to enter the operation of stationary battery storage systems. This development is in line with the strategic goal of supplying the city and urban region of Aachen entirely with renewable energies. To achieve this goal, the construction of a battery storage system with a capacity of approx. 15 MW and about 30 MWh (C-rate ~ 0.5) is planned at the Aachen-Eilendorf location. It is to comply with legal requirements and the current state of the art. The contracting authority provides interested applicants, upon request, with further information about the project in the form of a site plan. Interested applicants can request this supplementary site plan exclusively via applicant message through the website mentioned under section 5.1.11.
LOT-0001
Construction of a battery storage system at the Aachen-Eilendorf location.
STAWAG Energie plans to construct a battery storage system with a capacity of approx. 15 MW and about 30 MWh (C-rate ~ 0.5) at the Aachen-Eilendorf site. It should meet the legal requirements and the current state of technology. A grid connection commitment from Regionetz GmbH of 14.904 MW at the 20 kV level is available. The battery storage system will be connected directly to the power grid and used grid- and system-conform, among other things, to provide primary and secondary control reserve and to participate in electricity trading on the EPEX Spot. The planned completion date is Q2 2028. A preliminary building permit from the City of Aachen exists for the planned area. Scope of services: STAWAG Energie intends to commission the successful bidder primarily with the delivery, installation, and commissioning of the battery storage system including the following components: - Battery system (container or module solution) - Inverters - Transformers - Medium voltage switchgear - Energy management system (EMS) - Interface for direct marketing (electricity trading connection) - Civil engineering works - Construction of foundations - Construction of fencing and lightning protection - Construction of the medium voltage transfer station including connection to the substation During the tendering process, the bidder must provide a project-specific system layout including the specifications for the substructure expansion. Within the framework of this tender, a long-term maintenance and service contract is also to be concluded. This contract should include, among other things, maintenance, remote monitoring, fault clearance, and a availability guarantee. The contracting authority provides interested applicants, upon request, with further information about the project in the form of a site plan. Interested applicants can request this supplementary site plan exclusively via applicant message through the website mentioned under section 5.1.11. In the economic evaluation of the battery storage system, the net present value is taken into account. The net present value will likely be calculated based on the bidders’ entries according to the following criteria: - Guaranteed performance promises of the offered system - Offer price The net present value can be increased, for example, by: - Higher guaranteed availability - Shorter maximum time for scheduled maintenance - Higher guaranteed round-trip efficiency (RTE) - Higher guaranteed energy capacity at completion date (at the reference point) - Higher guaranteed energy capacity at end of life - Longer guaranteed period of the BESS system from the completion date to end of life - Lower BESS service contract with the supplier for battery system and PCS after issuance of the performance certificate
