The procurement target is AI developer services to support the design, implementation, and maintenance of Finavia's AI and machine learning-based solutions.
The procurement is divided into two parts:
- Part 1: Junior Developer and Developer - AI developers. Development and implementation of AI solutions.
- Part 2: Senior AI developers. Training, fine-tuning of ML models, and architecture, implementation, and onboarding of complex AI solutions.
The outcome of the procurement will result in a separate framework agreement for each area for the years 2026-2030, which includes 2 option years that can be ordered separately for two years at a time until 2034. The contract periods will therefore be 4+2+2. A maximum of 5 suppliers per area will be accepted into the framework arrangement, selected according to the criteria presented in the request for proposals. The framework agreements do not create a purchasing obligation for the client but rather each assignment will be agreed upon separately in accordance with the framework agreement terms.
The service covers the expert work of AI developers in two different areas, emphasizing technical expertise, for example: in Microsoft Azure and SnowFlake environments. MLOps and/or DevOps model expertise is required for the profile's suitability.
The service will be implemented using a competency pool model (DevOps/MLOps-type operational model), where Finavia can flexibly utilize expertise resources in different AI development projects and assignments. The operational model allows for the quick use of resources to meet changing needs.

Senior AI developers.
Senior AI developers are responsible for the design, implementation, onboarding, and further development of complex AI and ML solutions in Finavia's technical environments. In Part 2, senior-level AI developers will be procured for three different role emphasis: no code / low code, pro code, and data science. The offered expert must meet at least the requirements of the role emphasis for which they are offered.

Junior AI developer roles participate in the design, implementation, onboarding, and maintenance of Finavia's AI solutions as part of the development team. The role emphasizes integrations, support for development, and further development of solutions in Finavia's technical environments using the DevOps/MLOps operational model. In this area, junior AI developers can be procured with different skill emphases: no code / low code, pro code, or data science.
