1- The Government of the Republic of Madagascar has received funding from the World Bank to finance the implementation of the Integrated Urban Development and Resilience Project (PRODUIR) of Greater Tana. A portion of the credit will be used to make payments under the consultancy contract in question. 



2- The consultant's services (“the services”) consist of providing expertise to the project to assist the UGP and the Delegate Project Owner (AGETIPA) in integrating environmental and social aspects and in monitoring project activities closely. The detailed terms of reference (TdRs) for the mission can be obtained at the address indicated below.



3- The Project Management Unit PRODUIR is now inviting candidates to express their interest in providing the above Services. Interested consultants must provide information demonstrating that they possess the required qualifications and relevant experience to carry out the services. The sought-after Consultant must meet the following qualifications :



- Holder of at least a BAC + 5 degree or Engineering degree;



- A minimum of 10 years of professional experience with proven experience in similar projects;



- Very good mastery of the environmental and social safeguard standards and framework of the World Bank;



- Proven experience in World Bank-funded project(s);



- Having experience in conducting and monitoring the implementation of EIA/PGES as well as related environmental monitoring reports;



- Excellent mastery of office and email software tools.



4- The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the “Procurement Regulations for Borrowers seeking Investment Project Financing (IPF)” stating the World Bank's policy on conflict of interest.



5- A consultant will be selected in accordance with the procedures set forth in the Procurement Regulations for Borrowers seeking Investment Project Financing (IPF) for Supplies, Works, Services other than Consultant Services,” 3rd edition, July 2018. The three (03) candidates deemed relevant, after evaluation of the files, will be invited for an interview.
