The object of the procurement consists of carrying out activities related to analysis, design, development, installation, configuration, commissioning, testing, operationalization, integration, and training, related to the software platform for optimizing operational processes within the SNUAU using AI and ML technologies to be developed through this procurement procedure. The services requested will contribute to achieving the procurement objective, namely the operationalization of an integrated software platform in the SNUAU that ensures support functionalities based on advanced technologies such as AI and ML for processes of reception, operation, analysis, monitoring, dispatching, intervention, cooperation, and coordination in managing emergency situations.

Software product development services intended for the realization of the SOFTWARE PLATFORM FOR OPTIMIZING OPERATIONAL PROCESSES WITHIN THE SNUAU USING AI AND ML TECHNOLOGIES, including installation, configuration, commissioning, operationalization, integration, and training services, composed of:
- The operational component for evaluation and triage of calls/communications/emergency situations and alerts;
- The AI/ML operational component for quality analysis and decision support;
- The Core ML and operational AI component;
- The Console AI component.

The procurement contract is for the provision of software development services, potentially including the necessary software licenses for the information system to be developed/configured under the procurement contract within the platforms, components, modules, applications. An existing information product will not be procured but an information system developed/configured according to the needs of the contracting authority.

The contracting authority will respond clearly and completely to all clarification requests no later than the 11th day before the deadline for the submission of offers, for clarifications received at least 18 days before the deadline for submission of offers.
