The procurement, arrangement, installation, testing and commissioning of a SCADA platform in Bragadiru (SCADA-DR West), correlated with the SCADA-DR North and East platforms (including implementing a Data Recovery Center in case of disasters), using which the control and supervision of water supply and sewage systems can be performed along with an efficient management of ACI's activities and assets. The procurement, manufacturing, on-site installation, testing, integration into SCADA and commissioning (excluding automation/instrumentation) of 18 SPAUs to be rehabilitated for SCADA integration. The technical specifications of the equipment to be supplied are detailed in the Specifications Document.

The objectives of the project are as follows:
(1) The procurement, development, installation, testing and commissioning of the SCADA-DR West platform which will integrate the synthesized information flow derived from:
- All dispatchable objectives (Local Dispatch Centers, standalone data points, etc.) for the potable water and wastewater component located in the geographical area of the West zone of the Company implemented on the POIM works contracts.
- All dispatchable objectives (Local Dispatch Centers, standalone data points, etc.) for the potable water and wastewater component located in the geographical areas of the North and East zones of the Company implemented on the POIM works contracts – except for the integration of the objectives on CL01 [Afumati-Ganeasa], CL02 [Afumati-Ganeasa], CL01 [Snagov-Tancabesti], CL02 [Snagov-Tancabesti] which are already incorporated into the implementation of the SCADA-DR East and SCADA-DR North dispatch centers.
(2) The procurement, development, installation, testing and commissioning of a Central Dispatch Client Viewer (CV-DC), a client that will be derived from the SCADA-DR West platform and which will ensure the exclusive visualization of the synthesized activity of potable water and wastewater and the generation of predefined reports, customized based on the requirements of the Contracting Authority.
(3) Achieving interoperability between the SCADA-DR North/East platforms implemented under another works contract and the SCADA-DR West platform of the present contract in order to achieve the redundancy of control and monitoring for each peripheral subsystem; the functional integration of the Regional Dispatch Centers East and North into the SCADA-DR West architecture, providing them with the appropriate data point sets corresponding to their coverage areas, according to the data distribution structure established at the central system level.
(4) Implementation of a Disaster Recovery Center (DRC) which allows data recovery in case of natural disasters, military conflicts, security breaches or human errors, etc. The DRC entity will ensure a rapid restoration mechanism for the associated IT systems, infrastructures and critical data using synchronization with the SCADA DR/DC WAN using an asynchronous adaptive data replication level.
(5) The rehabilitation exclusively from the automation/instrumentation point of view (procurement, manufacturing, on-site installation, testing, integration into SCADA and commissioning) of 18 existing objectives that are to become dispatchable. The technical specifications of the equipment to be supplied are detailed in the Specifications Document. The estimated value includes all costs related to supply, installation, commissioning, training, and testing. Delivery conditions: DDP (INCOTERMS 2020) and delivery schedule. The period for supplying, installing and commissioning the SCADA system is a maximum of 18 calendar months from the date of the start order issuance. The warranty period is 36 months. The estimated contract value does not include amounts representing "various and unforeseen expenses."
