Description:
Development of electrical connection equipment for ferry and cruise terminals in Cherbourg to support climate goals and reduce greenhouse gas emissions.

Context of the CENAQ operation
In the context of the fight against climate change, the European Commission has presented a set of legislative proposals aimed at achieving carbon neutrality by 2050 and meeting the target of a 55% reduction in greenhouse gas emissions by 2030 compared to 1990. The obligation to provide electrical connections at berth for certain passenger ships starting in 2030 will help contribute to this (Fuel EU Maritime regulations, AFIR). Normandie Ports anticipated these obligations as early as 2021 by establishing an agreement with EDF, whose study allowed for the identification of the terminals subject to the aforementioned obligations and to estimate the feasibility of electrical connections of the concerned berths and the electrical power requirements.
Based on the results of this study, Normandie Ports decided in 2023 to launch a consultation to award a project management contract for the development of electrical connection equipment for ships in port at the Ports of Caen-Ouistreham, Cherbourg, and Dieppe.
The SCE study firm has therefore been commissioned to carry out the design studies and partial realization of the CENAQ for the ferry and cruise terminals in Cherbourg.
Description of the works
In the implementation of the CENAQ for the ferry and cruise terminals of Cherbourg, the main equipment to be implemented includes:
- An energy building of approximately 1000 m2 that contains the ENEDIS incoming cells (connection power 25 MVA), energy conversion with a voltage conversion of 20 kV to 11 kV/6.6 kV and 20 kV to 400 V via several transformers as well as frequency conversion of 50/60 Hz via static converters
- HTA and BT distribution boards
- Electric cable pathways between this energy building and the various connection posts (3 ferries and one cruise ship)
- 4 mobile CMS (Cable Management System) (one per connection post), which will interface between the power cable and the ship
- Connection sockets adapted for each ferry and cruise supply positioned at the end of the power cables as well as communication sockets
- Supervision of the installation
- A billing system for the energy distributed to the ship
- Protective equipment (manual and/or automatic)
- A storage building of approximately 250 m2, where a ferry CMS and a cruise CMS will be stored
The scope of work will include:
- CFO (HT and BT), CFA, and optical fiber and frequency conversion
- Cable pulling in ducts
- Static frequency conversion with liquid cooling (fluid network with heat transfer fluid) and supervision
- VRD (Stormwater, Wastewater…), asphalt, ground marking
- Structural work (including deep foundations), secondary construction (painting, electricity, stairs…)
- HVAC
- Fire Surveillance System (SSI)
- Junction box for connecting the shipboard CMS to the quay
- Maritime works
