Description:
The project involves the planning, delivery, and installation of secondary technology systems for a new substation at the Reuter site in Berlin, including various control and protection devices, and requires coordination with existing primary components and extensive testing.

As part of the coal exit by 2030 in Berlin, the transformation of the existing facility at the Reuter site into the future facility is being implemented step by step in several sub-projects. The sub-project Reuter Electrical Backbone 'REB' includes the transformation of the electrical system at the site. This involves, among other things, the planning of a 380/110/10kV substation (in two construction phases) including electrical connections to the transmission/distribution networks as well as the electrical connections of the sub-projects and existing facilities. The implementation of the REB project will be realized through EU-wide tenders in 9 lots:
- Lot 1 Construction (in execution)*
- Lot 2 Electrical Engineering <= 10kV (in execution)*
- Lot 3 a: Two 110/10.5/10.5kV transformers (in execution)*
- Lot 4 a/b: 1x SF6-free 110kV GIS system (12 fields) and 1x 380kV GIS (2 fields) [TED No.:471507-2025]
- Lot 4 c/d: Two 380/110kV transformers and two 110/22kV transformers [to be published later in 2025]
- Lot 4 e: Planning, delivery, and cabling of secondary technology (including primary technology) [this announcement]
- Lot 4 f: Planning and delivery of the 110kV cabling including laying and connecting the primary components as well as 10kV cabling between the primary components and medium-voltage switchgear. [to be published later in 2025]

The scope of Lot 4e includes the detailed planning, delivery, and assembly of secondary technical systems and subsequent cold and hot commissioning (cabinets with field control devices, protection devices, U-regulators, measuring devices, meter cabinets, etc.) for a new HHS substation at the HKW Reuter West site (380kV/110kV/10kV) in Berlin consisting of the following primary components (note: procurement via separate lots, see above):
- 1 x 380kV GIS installation (2 fields)
- 1 x 110kV GIS installation (approximately 12 fields)
- 2 x 380/110kV network transformers (300MVA),
- 2 x 110/10.5/10.5 EB transformers (80MVA) and
- 2 x distribution transformers 110/22.5kV (125MVA)
The detailed planning must be based on already available typical and BEW design concepts (for protection and LT configurators). The individual secondary technical devices will be interconnected using IEC61850 (high availability) and connected to the station control system (T3000). In total, it involves the delivery of approximately:
- 14 field control cabinets for 380kV and 110kV GIS systems
- 21 protection cabinets for 380kV and 110kV GIS systems and power transformers
- 6 remote control cabinets for communication with ÜNB (50Hz) and VNB (Electricity Network Berlin)
- 3 meter cabinets
- 1 x fast switching device (110kV)
- 4 x RTU-/IEC61850 switch cabinets for connection of the above-mentioned primary and secondary technical components and to the station control system (T3000)
- 2 x EZA regulator devices
- Various secondary technical cabling of all the above components to each other
- Installation package: expansion of branch cable routes, grounding, potential equalization, etc.
Furthermore, the scope of work for the contractor includes:
- Development of details (calculations, further maintenance and clarification of existing concepts, determination of settings, parameterization, etc.)
- Coordination of interfaces to the above-mentioned BEW primary components as well as ÜNB and VNB interfaces including the creation of manufacturing documents, circuit diagrams in E-Plan (including terminal plans, cable lists, parts lists, etc.)
- Conducting cold and hot commissioning as well as carrying out all necessary tests and inspections, signal tests / point-to-point tests, protection tests,
- etc.
