The Ministry of Transport of Baden-Württemberg (VM) fulfills tasks that are to be conducted centrally throughout the state according to § 53a Abs. 1 Nr. 3 and 4 of the Baden-Württemberg Road Act, including but not limited to:
• “Traffic Management”,
• “Planning, Construction, and Control of Traffic-Influencing Facilities”,
• “Operational Technical Monitoring of Tunnel Facilities”,
• as well as the necessary “Establishment and Operation of the Traffic and Tunnel Control Center”
in the area of roads under the responsibility of the state or the federal government.
To fulfill the legal mandate, the VM is currently planning, in addition to establishing a Traffic Management Center (VMZ), the implementation of a Traffic Management System (VMS BW) as the central operational system for dynamic regional traffic management. Additionally, an analysis platform (Analysis Platform BW) is to be created as a corresponding second sub-system for the analytical preparation of traffic-relevant data.
The current procurement procedure includes the development, establishment, and further development of IT components for an analysis platform, as well as the operation of the manufactured/developed IT components by the contractor, and the transfer of the IT components from the contractor to the client for use by the client.
