CONSULTING SERVICES:      Environmental and Social Specialist



DUTY STATION:                     Ministry of Finance  




  1. The Government of Lebanon has received financing from the World Bank toward the cost of the Fiscal Management Project (FMP). The Ministry of Finance (MOF) is seeking to use part of the proceeds of the funds to finance the position of the Environmental and Social Specialist.



 




  1. The Environmental and Social Specialist will have the primary responsibility to support the implementation and monitoring of environmental and social requirements under the FMP, ensuring compliance with the National legislation and regulations and the World Bank Environmental and Social Framework.



 




  1. Responsibilities: The Environmental and Social Specialist will support the implementation and monitoring of environmental and social measures required under the project, ensuring that project activities comply with the applicable National legislation and regulations and environmental and social standards of the World Bank. The role includes supporting the preparation, implementation, and monitoring of environmental and social instruments, coordinating with relevant stakeholders on environmental and social matters, and ensuring that project implementation remains aligned with the Environmental and Social Commitment Plan (ESCP). The Environmental and Social Specialist will also support reporting on environmental and social performance, contribute to monitoring compliance with safeguards and standards, and provide guidance to the Project Coordination Unit (PCU) on environmental and social risk management. Across all these functions, the Environmental and Social Specialist will promote responsible project implementation, transparency, and adherence to World Bank policies and applicable national regulations. All other tasks detailed in the Terms of Reference (TOR) that will be provided upon request by E-mail.



 




  1. Duration: The assignment will be for a period of twelve (12) months with the possibility of extension subject to satisfactory performance and availability of fund for the duration of the project.



 




  1. Selection Criteria: The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and skills should include:   



 






    • University degree in Environmental Science, Environmental Engineering, Social Sciences, or related disciplines.

    • Minimum of five (5) years of relevant professional experience in environmental and social management.





 






    • Experience with environmental and social safeguards, preferably in donor-funded projects.

    • Familiarity with the National Environmental and Social Management legislations and regulations and the World Bank Environmental and Social Framework (ESF) or similar international standards is preferred.

    • Strong analytical and coordination skills. ?        Fluency in English and Arabic.



  1. The MOF now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services.  Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) and their motivation letter.  



 




  1. The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018, November 2020, September 2023; February 2025 and



September 2025 [Procurement in investment Project Financing; Goods, Works, NonConsulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.



 




  1. A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018, November 2020, September 2023, February 2025 and September 2025 for selection of individual consultant.
