The subject of the open procedure is the selection of a contractor for a public procurement for "Execution of Engineering /design, construction, and author's supervision/ for the project "Introduction of energy efficiency measures for the administrative building of the Vladislav Varnenchik District – Varna, within the framework of procedure BG-RRP-4.020 "Support for sustainable energy renovation of public building stock for administrative services, culture and sports", from the National Recovery and Resilience Plan (NRRP), funded by the Recovery and Resilience Facility (RRF)".

"Execution of Engineering /design, construction, and author's supervision/ for the project "Introduction of energy efficiency measures for the administrative building of the Vladislav Varnenchik District – Varna, within the framework of procedure BG-RRP-4.020 "Support for sustainable energy renovation of public building stock for administrative services, culture and sports", from the NRRP, funded by the RRF".
The execution of the public procurement includes the following activities related to the construction and/or renovation of the project and represents a condition, consequence, or addition to them:
1. Preparation of investment projects in the phase of "Technical project", within the scope and content according to the Spatial Development Act and Ordinance No. 4 on the scope and content of investment projects.
2. Coordination of investment projects by the Contractor with all controlling bodies, operating companies, municipal and state institutions, in accordance with the regulatory requirements before submitting the projects to the Contracting Authority for evaluation of their compliance with the essential requirements for construction, in connection with approval and obtaining a building permit.
3. Execution of construction works according to the Technical project, specifications and orders in the Order Book, including those provided in the Quantitative – Value Accounting of Construction Works.
4. Delivery and incorporation into the construction of necessary construction products corresponding to the investment project.
5. Production and/or delivery of construction details/elements and equipment and their incorporation into the Construction.
6. Notification of the Contracting Authority of the need for additional design.
7. Conducting necessary tests and laboratory studies.
8. Composition of construction documents and preparation of executive documentation of the Construction.
9. Participation in the procedure for putting the Construction into operation.
10. Remedying deficiencies identified at the handover of the Construction and its commissioning.
11. Correcting defects manifested during the warranty periods specified in the contract for public procurement in accordance with the offer.
12. Conducting author's supervision.
