Upper Austrian Health Holding GmbH seeks expressions of interest from companies for solutions to automate the transmission of vital patient data to their KIS systems, aiming to enhance data quality and reduce manual entry errors.

Interested companies are invited to express their interest by 09.03.2026, 12:00 PM to the contact point it-procurement@ooeg.at. This is done by sending an informal expression of interest with the subject “Market Exploration (RFI) Supply Services and Services in the Area of Capture of Key Vital Parameters and Vital Data Transmission (VITAL)” to the above-mentioned email address. Following the expression of interest, the Upper Austrian Health Holding GmbH plans to provide interested companies with further information, to which they can subsequently submit feedback and sample documents. The Upper Austrian Health Holding GmbH reserves the right to engage in dialogue with interested companies. The date mentioned in this preliminary information as “Expected Date of Publication of the Contract Announcement” serves as a “placeholder”. Market Exploration (RFI) Supply Services and Services in the Area of Capture of Key Vital Parameters and Vital Data Transmission (VITAL).
The OÖG is looking for a solution to automate the transmission of data values from measuring devices for capturing the key vital parameters of patients (especially pulse, SpO2, RR, temperature, blood sugar, heart rate) as extensively as possible into the KIS systems of the OÖG. The requirement addresses solutions suitable for transmitting data from systems and/or devices for short-term continuous and/or occasionally discontinuous monitoring (typically ward rounds, patient admissions, outpatient clinics, or emergency rooms). Vital parameters The most common vital parameters are pulse, SpO2, RR, temperature, blood sugar, heart rate. Additional measurements such as respiratory rate and ECG, as well as analog measurements such as drain (blood, wound fluids, infusion quantity, ...), pain scale (values/smiley faces), or urine volume are desirable. Current State: Currently, measurements are largely conducted analogously using infrared thermometers, clip-on SpO2 devices, etc. The nurse approaches the patient, measures, for example, blood pressure, oxygen saturation/pulse oximetry, pulse frequency, temperature, and various analog values (drain, pain curve, ...) and manually enters the measured values into downstream systems. Measurements are usually performed 3 times daily in the wards; in outpatient clinics, the patient frequency and thus the number of measurements is higher. Manual input is time-consuming, associated with delays, and carries a higher risk of errors. Desired State: The implementation of a system should increase data quality and security. The identification of the performing nurse should be done, for example, by authenticating via an employee card, scanning a barcode on the employee card, etc. There should be the possibility of patient selection, for example, from a ward/room list (only patients to be measured are displayed per room) or by scanning a barcode (patient wristband). Basic data should be pre-filled in a measurement protocol (name, date of birth, ...). After completing the measurements, there should be structured information (e.g., PDF, or HL7 message) available, suitable for transfer to the KIS systems. The system should support multilingual use and must comply with applicable data protection regulations. Infrastructure Existing infrastructure of the OÖG (smartphones) is ideally to be used as user input devices. Users must be identified (authentication), and reliable patient identification/assignment is mandatory. A large number of vital data collection devices are in use at the OÖG. An overview of the further device equipment will be made available to legitimately interested companies during the market exploration. From the current perspective, various approaches appear suitable to the OÖG, and the market exploration will be conducted openly in this regard. Systems From the current perspective, various access methods appear suitable: - IS Integrated Systems = Overall system including devices (e.g., vital parameter measuring devices/probes and control panel) - GA Generic Application = Data is read and transmitted device-independently (e.g., manufacturer-independent data collection via personal device [smartphone, ...]) During the structured market exploration, a function-oriented approach is to determine if there is a need for separation of the potentially technologically different approaches (IS vs. GA). The structure of the inquiry will therefore be divided into three parts. • Part GL: Global Requirements: Defined common goal (e.g., which vital parameters how often, data protection requirements, interfaces, ...). • Part IS: Specific questions regarding IS approach: focus on hardware longevity, certification as a medical product, maintenance cycles, interfaces, ... • Part GA: Specific questions regarding GA approach: focus on compatibility with end devices (iOS/Android), MDM connection (Mobile Device Management), licensing models, and integration/pattern recognition of external sensors, ...
