Within this procedure, the Contracting Authority requests the procurement of a complex set of services, works, and equipment, as described in the specifications.
The subject of the contract, which will be awarded at the end of this procedure, is complex and multidisciplinary, and its realization depends on the reactive potential of specialized personnel or personnel with specific responsibilities to:
• Analyze, review, and document the needs for cybersecurity skills and their consequences on the priority fields of the economy and society
• Evaluate, document, and monitor the maturity level in cybersecurity (operational, technology, skills) for 1,000 key economic actors and public administration (including companies, SMEs, schools, hospitals, bodies of central and local public administration)
• Create and deliver a "set of tools and governmental services" to increase the cybersecurity maturity level of the identified 1,000 key actors.
Number of days until which clarifications can be requested before the deadline for the submission of offers/candidacies is 18.
The contracting authority will respond to clarification requests on the 11th day before the deadline for submitting offers.

Creating a "set of tools" for enhancing skills in cybersecurity applicable to the priority fields of the economy and society.
The Contracting Authority requests within this procedure the elaboration of a national program for analyzing, reviewing, and documenting the needs for cybersecurity skills and their consequences on the priority fields of the economy and society.

Mobile laboratories.
The project includes the procurement of 3 mobile laboratories equipped for remote access to the integrated virtual laboratory platform for cybersecurity.

Arrangement of technical and operational space for the management, monitoring, and operational activities of the technical platform.
The space, located within the headquarters of the Contracting Authority, will serve the technical platform that will support and allow the evaluation, documentation, and monitoring of the maturity level in cybersecurity for 1,000 key actors and provide them with a set of tools and governmental services to increase the cybersecurity maturity level, is located in the building that houses the headquarters of the DNSC in Bucharest.
