The procurement is conducted in the context of implementing digitalization infrastructure in Olt County through the project titled "Digitalization of processes at the level of the South-West Oltenia region - Olt County", code SMIS 327363, funded under the PRSVO/224/PRSVO_P2/OP1/RSO1.2/PRSVO_A9 project call, Priority 2 - "Digitalization for the benefit of citizens and companies" of the South-West Oltenia Regional Program 2021-2027. By purchasing and implementing digitalization services, the Contracting Authority anticipates a profound transformation of its activities, aiming for a significant increase in the quality of administrative acts and operational efficiency. The results of the services will influence institutional activity through the standardization of processes, ensuring legal compliance, and radically improving the interaction with beneficiaries of public services. The general objective of the project aims to achieve digitalization for the benefit of citizens and companies by providing residents of Olt County with a centralized access point to all services under the authority of the institution. For this purpose, the implementation of a mature IT solution and the establishment of a digital governance system for structured data collection, standardization, and efficient management at the level of Olt County is pursued, through secured bidirectional transfer both internally and in relation to third parties and other institutions, parameterization (customization) of process digitalization, creation of new functionalities for electronic public services, and training of personnel. The number of days for requesting clarifications before the deadline for submitting offers/candidacies is 21 days. The Contracting Authority will respond only once to clarification requests on the 11th day before the deadline for submitting offers.

To optimize the beneficiary's activity, an inter-institutional, interconnected, and interoperable IT solution, commercially available to the provider at the time of offer submission, will be implemented, involving a distributed architecture of different instances based on a common core, each instance being able to ensure governance specific to the particular functional context and to act interconnected and interoperably with all the others, benefiting from its own tools and working interfaces. The implementation of an ERDP (Electronic Registered Delivery Platform) IT solution is requested, which includes (1) subscription/licensing services for access to a cloud SAAS solution for digitalization of processes and relationships with third parties, commercially available to the provider at the time of offer submission, including native hosting infrastructure, security, and functional updates, as well as standard technical support; (2) customization services component of the SAAS solution to the needs of Olt County and its subordinates concerning administrative processes and specific electronic services (including installation and commissioning); (3) personnel training services component, including for cybersecurity; and (4) intelligent license plate recognition system. The solution will include a secure collaborative working environment that will allow and facilitate: • digitalization of specific internal and institutional flows (support) / digitalization of processes; • digitalization of interaction with third parties (third parties refer to various entities that Olt County comes into contact with: citizens, businesses, institutions, etc.); • preparing the system for interoperability with other institutions/units (integration/consolidation and data replication). The specialized solution for automating the monitoring process of vehicles transporting waste, based on their identification and weighing, aims to transition from an initial semi-automated solution, vulnerable to human error, to a fully automated digitalization solution. The contract duration is 9 months, representing the period for the contractor to carry out all activities under the contract, as summarized in the Specifications, in the section "Results to be achieved following the provision of services."
