1. The subject of the order is the implementation of a comprehensive cybersecurity service including 24/7 monitoring of IT infrastructure using EDR/XDR and SIEM solutions, vulnerability scanning, and accompanying services in accordance with the Description of the subject matter of the order constituting Annex 3 to this SWZ, in the quantities specified in the Price Form constituting Annex 2 to the SWZ and in accordance with the Draft Contractual Provisions constituting Annex 4 to the SWZ.
2. The execution of the subject of the Agreement will take place under Agreement no. KPOD.07.03-IP.10-0412/25/KPO/656/2025/327 for support from the development plan for the project titled “Development of digital and cybersecurity services at the Regional Specialist Hospital in Grudziadz” under the National Recovery and Resilience Plan Component D “Effectiveness, availability and quality of the health protection system” investment D1.1.2 “Accelerating the processes of digital transformation of health care through further development of digital services in health care” concluded by the Ordering Party with the State Treasury – Minister of Health.
3. The Contractor is obliged to: DNSH principle, horizontal and sustainable development:
1) The Contractor is obliged to implement the subject of the contract in accordance with the principle of “Do no significant harm” (DNSH) for environmental purposes resulting from Art. 17 of the Regulation of the European Parliament and of the Council (EU) 2020/852 of 18.06.2020 and the conditions specified in the Regulation of the European Parliament and of the Council (EU) 2021/241 of 12 February 2021 establishing the Recovery and Resilience Facility (RRF) as well as the guidelines on the National Recovery and Resilience Plan and ensure that activities carried out as part of the implementation of the subject of the contract do not cause significant harm to any of the environmental objectives referred to in Art. 17 of Regulation (EU) 2020/852.
2) The Contractor is obliged to prepare and implement the subject of the order with respect for the horizontal principles of the EU applicable in the 2021–2027 perspective and for projects financed from the KPO.
3) The Contractor is obliged to apply the principle of sustainable development.
The Ordering Party informs that in the ongoing proceedings conducted in an open tender, it anticipates the possibility of applying the procedure referred to in Art. 139 sec. 1 of the Public Procurement Law. The Ordering Party, using the mentioned procedure, will first examine and evaluate the offers and then qualify the Contractor whose offer has been rated the highest in terms of lack of grounds for exclusion and meeting the conditions for participation in the proceedings.
