Description:
The project aims to implement a new C-ITS service for managing access to the historical centre of Brno, involving the installation of Road Side Units and modernization of the automatic access system to dynamically control vehicle entry based on traffic conditions.

The fulfillment of the public contract is based on the activities of Project 5G-stage2. The main goal of the project is to deploy another (new) C-ITS service to regulate access to the historical centre of Brno (hereinafter referred to as "Area Access Management").
The C-ITS service "Area Access Management" will generally be intended for managing access to defined urban zones. In pre-defined zones of the city, the conditions for access to the area can be dynamically adjusted depending on the state of the traffic network in other parts of the city, based on the time of day, and other criteria. Accordingly, vehicles equipped with the C-ITS unit can directly control the entry infrastructure – in this project, the pillars of the automatic access system (AZS), without needing remote intervention from the central dispatch service. Information about the access conditions to the area (e.g., type of vehicle) and geographic demarcation of the area are sent to C-ITS equipped vehicles, allowing drivers to choose the optimal route.
Part of the public contract involves the delivery of RSUs (Road Side Units) with the implemented Area Access Management service, cooperating with the existing C-ITS Back office via a defined interface. An integral part of the public contract is the refurbishment of existing AZS pillars and the implementation of RSU units on these AZS pillars at 13 locations in the historical centre of Brno, as well as equipping one test vehicle with an OBU (On Board Unit) and the corresponding software demonstrating the use of this service. In addition to the current suite of C-ITS services, vehicles will newly be able to utilize the same unit for entry into traffic-regulated areas.
The main components of the public contract, i.e., the application solution, include:
● Preparation and modernization of the automatic access system (AZS) for the use of C-ITS and 5G technology.
● Purchase of C-ITS technology elements with 5G (RSU and OBU units).
● Installation and commissioning of RSU C-ITS units with 5G on AZS pillars at 13 locations in the historical centre of Brno.
● Software equipping of RSU units – deployment of a service compatible with and communicating with the C-ITS back-office (BO) via a defined interface.
● Integration, configuration, and commissioning of the application solution.
● Ensuring compliance of the application solution with relevant standards and directives, including the initial electrical inspection.
Individual components required in the tender for the 5G application are closely interlinked and require a high level of mutual compatibility. Therefore, the contracting authority demands the delivery of a comprehensive functional ecosystem of technologies, supporting services, and effective 5G connectivity that meets the needs of the approved project plan and the requirements specified by the contracting authority in the technical specifications for fulfillment, as well as the minimum technical and functional requirements. The integration of the delivery of technologies, services, and connectivity aims to prevent or mitigate functional and integration risks that could arise from separately delivered component parts.
The public contract also includes comprehensive technical support for the solution for the duration of the quality guarantee.
