The previously conducted open procedure "ESM-Tool" (publication number of the notification: 537473-2025 dated 18.08.2025) included lots 1 to 2; however, lot 1 (Cloud platform and implementation and operational services) had to be canceled according to § 63 para. 1 no. 1 VgV. Therefore, the services from the previous lot 1 are now again competitive in this procurement process.

It is intended to procure an Enterprise Service Management Cloud Platform for the digitalization of the specialist processes existing in the General Administration, as well as the associated services for implementation and operation. In the long term, the ESM platform procured here should also be used by further (possibly even all) organizational units of the MPG and expanded with further ESM functionalities. ESM-Tool (New) Enterprise Service Management Cloud Platform.
Cloud platform and implementation services:
The scope of services consists roughly of the following components:
1. Delivery of the ESM tool as SaaS in accordance with the specified requirements and legal provisions
2. Configuration and adaptation of the ESM tool to the customer's requirements
3. Definition of the service areas and their representation in the ESM tool
4. Introduction of the ESM solution including the associated service processes
5. Ensuring the continuous application and infrastructure operations including regular updates

Scope/Volumes (see Chap. 1.6 of the tender documents):
During the entire term of the contract, a maximum of 5,450 person-days (PT) (maximum quantity) can be requested. These are distributed among the roles listed below with the following estimated and maximum quantities in PT:
