The Western Uusimaa, Central Uusimaa, and Päijät-Häme welfare areas (hereinafter also referred to as the Client) request bids for a service management system (ITSM and ESM).
The procuring entities are the Western Uusimaa welfare area, Central Uusimaa welfare area, and Päijät-Häme welfare area. The welfare areas are in the same situation regarding the procurement of the service management system, and cooperation in the procurement allows for better resources for conducting the competition. Furthermore, the cooperation is expected to attract more interest from system suppliers in the competition. The intention of the ministries guiding the welfare areas is also to promote internal cooperation in system procurements within the YTA area. Among other reasons mentioned above, the Western Uusimaa, Central Uusimaa, and Päijät-Häme welfare areas have decided to establish procurement cooperation in accordance with Section 21 of the Procurement Act. The welfare areas will conduct the competition in cooperation and have formed a procurement ring for the procurement.
The aim is to procure a system that meets the capabilities, functionalities, and scope as well as service levels corresponding to the Client's current and future needs. With the implementation of the procured service management system, it is intended to replace and consolidate the systems currently used for similar purposes into a new solution. The procurement specifically aims for an established off-the-shelf software designed for service management (ITSM and ESM) needs.
