ESPO is engaging with the market to establish a national framework for parking management solutions, seeking feedback on procurement methodology, social value offerings, carbon reduction plans, and market capacity through an extended RFI process.
ESPO are conducting preliminary market engagement with the intention of establishing a national framework covering the supply, delivery, installation, commissioning and maintenance of a range of parking management solutions. Please note this is not a call for competition, the tender documentation is not yet available.

The aims of the engagement are as follows: • To identify potential suppliers in the market; • To obtain feedback on ESPO's proposed procurement methodology; • To determine whether localised Social Value can and/or will be offered provided to framework users; • To determine whether the market is prepared for carbon reduction plans to be included as a condition of participation for the procurement; • To understand the market's capacity to meet the framework requirements; • To determine whether there have been any changes or developments in the market since ESPO last went out to tender; • To identify any potential risks in the market. Engagement is being undertaken via a Request for Information (RFI) questionnaire hosted on the EastMidsTenders eProcurement Portal (www.eastmidstenders.org). The deadline for responding to the RFI has been extended to 17:00 (5pm) on 29 May 2026. Suppliers wishing to participate in the RFI MUST first express an interest as follows: (a) Go to https://www.eastmidstenders.org/; (b) Register (if not already registered on ProContract); (c) Search for opportunity '509_27' (via "View Opportunities" from the EastMidsTenders Portal); d) Express an interest. Suppliers can access and respond to the RFI questionnaire in the Messages section of the eProcurement Portal (via the Activity dashboard once an expression of interest has been registered). Any questions or clarifications should similarly be submitted to ESPO as a message on the eProcurement Portal.
