The City of Garbsen (hereinafter: Grantor) intends to award the establishment and operation of a charging infrastructure for vehicles with electric drive on selected areas of the city. The concessionaire is obliged to construct and operate the charging facilities in accordance with this service description. The charging facilities must meet the requirements outlined in the service description.

City of Garbsen Establishment and Operation of Charging Infrastructure for Electric Vehicles.
The subject of the services to be provided is the construction and operation (including maintenance and upkeep) of public charging infrastructure for electric vehicles within the territory of the City of Garbsen.

The successful bidder in the procedure will provide the services specified in this service description and the concession contract based on a service concession. The grantor is the public authority that awards the establishment and operation of the charging infrastructure. The concessionaire is the company that receives the concession following the successful completion of the concession award process.

The concessionaire is obliged to construct and operate the charging facilities in accordance with the service description.

The full construction and commissioning of all charging facilities is to be completed by December 31, 2030. Of these, 40% of the charging stations are to be established and operational by December 31, 2027. An additional 40% of the charging stations are to be established and operational by December 31, 2028. The concessionaire undertakes to ensure the operation of the charging facilities from the award of the contract until December 31, 2038, in accordance with this service description. The charging facilities are to be erected as free-standing charging stations. The charging station must have two charging points. Only in exceptional cases, due to space constraints, may one charging point be sufficient after consultation. Alternatively, the contractor may, in coordination with the road construction agency, install curbside chargers.

The subject of the contract is the construction and commissioning of 47 locations, including: 8 locations each with 2 charging stations (4 charging points), 1 location with only one parking space, and 38 locations with one charging station with two charging points/two parking spaces.
