Description:
The project aims to procure IT Systems Development Services to enhance digital interactions between Gorj County Council and citizens/businesses, providing new digital public services and improving efficiency through various IT solutions and training.

IT Systems Development Services will be procured as part of the project "Digitization of Interactions between the Gorj County Council and the General Directorate for Social Assistance and Child Protection Gorj with Citizens and Businesses, and Ensuring New Digital Public Services - DIGITGORJ". (contract funding no. 291/12.03.2025 registered at the Gorj County Council under no. 5073/12.03.2025), funded through the South-West Oltenia Region Program 2021-2027, Priority 2: DIGITALIZATION FOR THE BENEFIT OF CITIZENS AND COMPANIES, SPECIFIC OBJECTIVE 1.2: HARNESSING THE ADVANTAGES OF DIGITALIZATION FOR THE BENEFIT OF CITIZENS, COMPANIES, RESEARCH ORGANIZATIONS, AND PUBLIC AUTHORITIES, PROJECT CODE: SMIS: PRSVO/224/PRSVO_P2/OP1/RSO1.2/PRSVO_A9.
The target group of the project consists of:
• 338 persons, employees of UAT Gorj, of which 139 persons, employees in executive and managerial public positions of the Gorj County Council, who will have access to different functional components of the platform.
• 1410 persons, employees of DGASPC, of which 117 persons, employees in executive and managerial public positions of DGASPC Gorj under the subordination of CJ Gorj, who will have access to various modules/applications of the platform for processing information, requests, and submissions received.
Of these, 63 persons will be selected to participate in the training program so that each of the general directions/departments/offices/units involved in the project is represented.
• Citizens of the county who will benefit from efficient public services - the time allocated for resolving problems and bureaucracy will noticeably decrease, their level of information will increase, and they will be able to interact online with the institution concerning social assistance and road issues.
• The local business environment - will benefit from the efficiency of online services provided by the institution, which will lead to increased employee productivity by reducing waiting times at counters.
• Other external users - NGOs, local and central government authorities that will benefit from real-time collected data and the possibility of interconnecting IT systems.
In this respect, the following IT services and equipment will be procured:
Virtualization server 2 pcs
Router firewall 1 pc
Licenses - Server operating system 1 package
Licenses - Antivirus solution 1 package
Licenses - Integrated platform for digitization 1 package
Licenses - Document management platform 1 package
Licenses - Audit and security system 1 package
Licenses - Cloud electronic signature with video identification 1 package
Licenses - Backup system 1 package
Services - Installation, configuration, and commissioning 1 package
IT services (business analysis, design, development/configuration, testing, commissioning, etc.) 1 package
Training - Staff preparation, including for cybersecurity 1 package.
In accordance with the provisions of Article 160 and Article 161 of Law no. 98/2016,
- the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the awarding documentation is 18 days before the deadline for submitting offers. Any request for clarifications must be submitted in SEAP/SICAP;
- if clarifications are requested within the aforementioned deadline (18 days before the deadline for submitting offers), the contracting authority will respond clearly and completely to all requests for clarifications/additional information on the 11th day before the established deadline for submitting offers.

The object of the procedure consists of the procurement of IT Systems Development Services as part of the project "Digitization of Interactions between the Gorj County Council and the General Directorate for Social Assistance and Child Protection Gorj with Citizens and Businesses, and Ensuring New Digital Public Services - DIGITGORJ". In this respect, the following IT services and equipment will be procured:

Licenses - Integrated platform for digitization 1 package
Licenses - Document management platform 1 package
Licenses - Audit and security system 1 package
Licenses - Cloud electronic signature with video identification 1 package
Licenses - Backup system 1 package
Services - Installation, configuration, and commissioning 1 package
IT services (business analysis, design, development/configuration, testing, commissioning, etc.) 1 package
Training - Staff preparation, including for cybersecurity 1 package.
The final results of the procurement are:
1. Interconnected front-office components, as main activities:
• WEB Portal system for providing new digital public services, (at least 4 electronic procedures concerning shared competencies in the field of county road transport infrastructure within the County Council and at least 6 electronic procedures concerning competencies within the General Directorate for Social Assistance and Child Protection Gorj) for citizens and the business environment;
• Extranet portal system for inter-institutional collaboration - ensures improved interaction between Gorj County Council/DGASPC Gorj and partner institutions;
• Participatory budgeting system - ensures improved interaction between Gorj County Council/DGASPC Gorj and citizens, providing them with the opportunity to propose projects for county development and to participate in the selection of projects funded from the local budget;
• Electronic signature system for citizens (qualified electronic certificate in the Cloud)
• Video identification system for citizens.
• Electronic payment system for the fees to be paid for the public services that citizens benefit from, with or without authentication;
• Mobile system for IOS and Android – for reporting incidents on county roads and electronic services;
2. Interconnected back-office components as main activities:
• Electronic services administration system;
• Management system for incidents reported from the public domain via the portal;
• Operational management system for administration of county roads and traffic control and inventory management;
• Projects and Investments System;
• Document and workflow management system (for the General Directorate for Social Assistance and Child Protection Gorj):
• Electronic registry module and document circulation tracking
• Electronic signature process management module
• Document capture and processing module
• Electronic archiving module
• Announcement management module
• Legal module
• Social assistance and child protection system;
• Electronic signature system;
• IT Security and Audit system;
• Backup system;
• System hardware and software.
3. Interconnected back-office components as secondary/ancillary activities:
• Document and workflow management system (for the General Directorate for Social Assistance and Child Protection Gorj):
• Electronic registry module and document circulation tracking
• Electronic signature process management module
• Document capture and processing module
• Electronic archiving module
• Announcement management module
• Legal module
4. At least 63 persons (of whom 3 administrators) trained to use/administer the application/solutions/information systems, equipment, IT support infrastructure, acquired/used in implementing the project, including for cybersecurity.
The proposed integrated platform will ensure the digitization of front-office processes (operations with citizens/clients, interaction with citizens, digital public services) and back-office (internal processes and procedures that contribute to delivering new digital public services) specific to shared competencies in the field of county road transport infrastructure within the Gorj County Council and competencies in social assistance within the General Directorate for Social Assistance and Child Protection Gorj, as well as the creation and operationalization of connection channels with other public or private entities with which it collaborates permanently.
