1. The Government of Mozambique (GoM) has received financing from the World Bank toward the cost of the GREEN ENERGY CORRIDORS PROJECT. The funds were channeled through Electricidade de Moçambique, E.P (EDM) as implementing agent and intends to apply part of the proceeds for individual consulting services.



2. The individual consulting services (“the Services”) include provision of technical assistance to the Project Implementation Unit on helping the project to meet the social requirements from the financier as well as from the national policy. The consultant will be working in a full-time based contract for a period of 64 months, expected to start in September 2025.

4. The Electricidade de Moçambique E.P., now invites eligible individual consultants (“Consultants”) to express their interest in providing the Services. Interested Individual Consultants should provide CV’s with information demonstrating they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) at least a degree in Sociology, Social Science, Anthropology or a related field; (ii) minimum 7 years’ experience in, social development, resettlement planning, stakeholder engagement, design and implementation of GRM conflict/dispute resolution. (iii) Proven track record of successfully implementing RAPs, SEPs, and LMPs in at least two similar projects financed by Financial Institutions, experience in the SADC region (at least two (2) contract) and having implemented a related program in Mozambique will constitute an advantage. Information shall be attached as supporting documentation to the expression of interest.  



5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 



6. A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations.
