Description:
The project aims to enhance medical care at the Pałuckie Health Center through the digital transformation of IT systems, including the integration and expansion of existing systems, digitization of medical documentation, cybersecurity upgrades, and the implementation of AI solutions.

The subject of the order is: "Improving the functioning and quality of medical care at the Pałuckie Health Center Sp. z o.o. in Żnin through digital transformation of IT systems, purchase of IT equipment, and implementation of cybersecurity solutions" implemented as part of Investment D1.1.2 "Accelerating the processes of digital transformation in healthcare through further development of digital services in healthcare" Component D "Effectiveness, accessibility, and quality of the healthcare system", in accordance with the detailed description of the subject of the order, included in Appendix No. 2 to the SWZ. Specific objectives of the project: 1) Integration and expansion of the healthcare provider's IT systems (indicators D21G, D21G.R1) Within this component, an expansion of the HIS Eskulap system with additional modules is planned, enabling the extension of the Electronic Medical Documentation (EDM) catalog. The goal is to increase the quantity of documents generated digitally and ready to be sent to Platform P1. At the same time, an integration solution compliant with the HL7 standard will be purchased, allowing for full interoperability and smooth communication between domain systems and the HIS system. This action will significantly streamline the management of EDM and its indexing in P1. The implementation will be accompanied by training for medical and administrative staff. Additionally, the project includes the purchase of necessary ICT infrastructure: 4 servers with operating systems and virtualization, a storage array, and network switches. These actions will create a stable and secure IT environment. 2) Digitalization of medically relevant documentation for treatment and prevention (indicators D18G, D18G.R1) The project also includes activities related to the digitalization of medical documentation to provide the required documents to Platform P1. This concerns particularly the discharge summaries from hospital treatment. With the implementation of appropriate tools for converting paper documentation and sending it to P1, the hospital will be able to achieve an indexing rate of 95% for summaries in the central repository. Achieving this goal will contribute to improving the continuity of patient care, availability of medical data for other providers, and better management of medical information. 3) Actions to increase the hospital's cybersecurity level (indicator D21G.R2) In response to increasing cyber threats, the project includes upgrading key components of the security infrastructure: backup systems, firewall, edge devices, and email software. Furthermore, an expansion of the XDR (Extended Detection and Response) platform is planned to allow rapid detection and response to security incidents. Comprehensive actions will also include conducting a final cybersecurity audit and training for management, medical, and administrative personnel regarding threat awareness and safe use of IT systems. The goal is to achieve indicators consistent with audit requirements and increase the facility's resilience to cyber incidents. 4) Implementation of AI solutions and connection to the central medical data repository (indicator D21G.R3) The project also envisages integration with the Image Sharing Platform (PUI) and the implementation of AI-based solutions (e.g., in the Eskulap NG environment). Through integration with the imaging documentation system, it will be possible to send data to PUI, enabling sharing with other healthcare entities. These solutions expand the hospital's diagnostic capabilities and enable the use of AI in analyzing imaging data, supporting the diagnostic process. The tools implemented will be serviced throughout the project's duration.
