The project involves creating the RealStream Platform, a tool for remote property evaluation that integrates live streaming, environmental measurements, and AI analysis, including the development of various modules for noise measurement, communication, authentication, and risk analysis.
1. Description of the contract subject (OPZ)
The subject of the contract is the provision of a service to create the RealStream Platform – a comprehensive tool for objective remote property evaluation, combining live streaming, environmental measurements, and AI analysis in a single application. The scope of the contract includes 7 modules:
Creation of a noise measurement module in the vicinity – development of a dedicated functional module in the mobile application:
- design and implementation of the noise measurement module integrated with the existing RealStream mobile application,
- The Contracting Authority possesses the existing RealStream mobile application. For the purposes of executing the contract, the selected Contractor will be provided with the source code, technical documentation, and access to the test environment necessary for integration and system expansion,
- the module must enable users to obtain real-time information about the noise level in the location they select – both within the property itself and its immediate surroundings.
Scope of work:
– conducting technical analysis and preparing the functional design of the module,
– developing an algorithm for processing sound data or integration with existing data sources,
– creating the user interface (frontend),
– integration with the mobile application system,
– functional and performance testing,
– preparation of technical documentation.
Parameters of acoustic measurement performed by the created module at selected locations:
- range 30 – 130 dB,
- noise measurement accuracy +/- 1 dB relative to readings of a certified sound level meter meeting IEC 61672-1 standard, class 2 or higher,
- real-time dB recording,
Completion deadline: no later than 30 calendar days from the contract signing date.
Expansion of the mobile application with new functional modules:
– Creation and addition of a chat module enabling users to directly communicate with the property presenter during video streaming,
– Creation and addition of a notification system to effectively inform users about upcoming presentations and updates,
– Creation and addition of an authentication module (OCR, KYC) – introduction of solutions for verifying presenters' identities (e.g., ID scanning, document verification),
– Enhancement of the streaming library by developing mechanisms for dynamic adaptation of streaming quality depending on the user’s network parameters, creating proprietary logic for bitrate control and image quality profiles for streams conducted in variable lighting and motion conditions, and optimization of streaming aimed at property interior presentations where image detail preservation is critical.
Scope of work:
– preparation of the technical and UX design for new modules,
– implementation of chat and notification modules,
– integration of OCR/KYC mechanisms into the login/verification process, with the choice of the OCR/KYC solution left to the Contractor,
– optimization and modernization of the streaming library,
– conducting functional and security tests,
– preparation of implementation and technical documentation.
Streaming parameters:
- streaming delay ≤ 500 ms, minimum resolution 1080p (target 4K HDR), FPS ≥ 30,
- presenter reaction time ≤ 2 s,
- application stability understood as at least 95% of test sessions completed without application failure. A session is defined as the period from application start to closure or user logout. Failure means unexpected termination, freezing that prevents further work, or critical error requiring restart. Verification will be based on system logs from at least 100 test sessions in the test environment.
Completion deadline: no later than 30 calendar days from the contract signing date.
Development of the backend system (admin panel) and its optimization for new functionalities and scalability.
– creation and addition of a statistics and reports module enabling data analysis regarding presentations, user behavior, and conversions,
– creation and addition of a content management module allowing publication, editing, and organization of materials supporting property streams,
– creation and addition of a data collection module supporting integration with the mobile app and frontend to monitor user activity,
– code optimization and refactoring aimed at increasing performance, system load resistance, and easier scalability in the future.
Scope of work:
– creation of functional designs for new modules,
– backend and frontend implementation of the panel (reports, data, CMS),
– optimization and refactoring of source code,
– testing and deployment of new functionalities,
– creation of implementation documentation.
Completion deadline: no later than 30 calendar days from the contract signing date.
DevOps service – implementation and securing of cloud infrastructure for the RealStream platform
- preparation of the production environment to launch the RealStream platform on cloud infrastructure (AWS or an equivalent solution),
- administration of databases,
- configuration of cloud architecture including virtual servers, relational databases, object storage, CDN network, application firewall, and other necessary infrastructure components,
– implementation of automatic scaling and resource management mechanisms,
– auditing and securing the environment regarding risks and compliance with good security practices,
– configuration of backup systems and disaster recovery procedures,
– implementation of CI/CD (Continuous Integration / Continuous Deployment) processes for three system layers: frontend, backend, and mobile application,
– preparation and deployment of automated functional tests and scripts supporting monitoring and security,
- implementation of a Jira-type system or equivalent solution,
- integration and implementation of a Slack-type program or equivalent solution,
Completion deadline: no later than 30 calendar days from the contract signing date.
Expansion of the web interface for clients with new functionalities enhancing platform interactivity and usability.
– expansion of the existing client web panel,
– creation and addition of a reporting module interface enabling clients to analyze offers, activities, and market trends,
– creation and implementation of a chat enabling direct communication with other users or property presenters,
– addition of profile editing functions allowing account personalization, settings, and preferences,
– optimization of interface and information architecture (UX),
– ensuring integration with the mobile application and system backend.
Scope of work:
– development of functional and UX mockups,
– deployment of new modules (reports, chats, profile editing),
– integration with existing backend and databases,
– conducting functional and performance tests,
– creation of technical and user documentation.
Completion deadline: no later than 30 calendar days from the contract signing date.
Development and implementation of an intelligent real estate investment risk analysis system using artificial intelligence (AI) and external data sources.
- design and implementation of the Smart Property Report module – an intelligent solution generating automatic Due Diligence reports for properties. Planned process:
– data acquisition (location, property parameters),
– automatic enrichment of data through external APIs and public sources,
– processing information via analytical models and AI,
– generation of a personalized report presenting potential risks and opportunities for the investor in a user-friendly form.
- integration of the system with external databases including data on noise, traffic jams, crime, environmental risks, zoning plans,
- creation of predictive analysis algorithms.
Service scope:
– conceptual analysis and architectural design of the solution,
– integration with external databases and APIs (weather, geolocation) and analytical algorithms allowing determination of: number of new constructions within 3 km radius, number of construction cranes, traffic intensity, number of vacancies, population seasonality, average age of residents, share of foreigners. Identification and integration of data sources is the Contractor’s responsibility.
– development of data processing and analysis algorithms (using Python or equivalent technologies),
– creation of the report user interface and its integration with the frontend,
– testing, validation of analysis quality and data security,
– preparation of technical and user documentation.
System parameters:
- report generation time ≤ 5 minutes,
- number of data sources in the report ≥ 10 sources,
- risk detection accuracy in reports ≥ 85%. Accuracy is assessed by comparing system results with a reference report prepared by the Contracting Authority’s Expert with knowledge and experience in risk identification.
Module 6 will be verified/evaluated no earlier than April 1, 2027, and the work will be completed no later than April 30, 2027.

Evaluation criteria for offers:
- The "Price" criterion will be evaluated based on the gross price for the entire contract as stated by the Contractor in the offer form. Points in this criterion will be calculated using the formula:
C = (Lowest offer gross price / Examined offer gross price)*100
Participation conditions:
- Knowledge and experience: The Contractor fulfills the knowledge and experience condition if, within the last 3 years before the deadline for submitting offers (or within the period of business activity if shorter), they have diligently completed at least two projects involving development of mobile or web applications utilizing real-time data or image streaming, each valued at least PLN 100,000.00 net.
- Personnel capable of performing the contract: The Contractor fulfills the personnel capacity condition if they have (or will have at the execution stage) a project team of at least 2 people covering the following roles (one person may combine up to two roles provided they have the required experience for each):
at least one Senior specialist with minimum 5 years’ experience in designing and developing cross-platform mobile applications (e.g., Flutter or equivalent),
at least one Senior specialist with minimum 5 years’ experience in designing, developing, and maintaining backend systems (e.g., PHP/Laravel or equivalent),
at least one Senior specialist with minimum 5 years’ experience in designing, implementing, and maintaining cloud infrastructure and DevOps processes, holding a valid certification confirming competencies (e.g., AWS, Azure, Google Cloud or equivalent),
at least one specialist with software testing competencies confirmed by a valid certificate (e.g., ISTQB or equivalent).
- Economic and financial situation: The Contractor satisfies this condition if insured against civil liability in activities related to development, implementation, or maintenance of IT systems with a guarantee sum not less than PLN 400,000.00.
- Additional participation conditions: The Contracting Authority excludes offer submission by entities related to the Contracting Authority personally or capital-wise as defined in Subchapter 3.2 section 3.2.2 point 8) of the Guidelines, i.e. related capital or personal connections understood as mutual links between the Contracting Authority or persons acting on its behalf in preparation and execution of the contractor selection procedure and the contractor, including:
participation as a partner of a civil or personal company, owning at least 10% shares or stock (unless a lower threshold results from law), serving as member of supervisory or managing bodies, proxy, attorney,
relationships by marriage, direct or second-degree kinship or affinity, adoption, custody or guardianship, or cohabitation with the contractor, legal deputy, or members of managing or supervisory bodies of contractors applying for the contract,
existing legal or factual relationship raising justified doubts on impartiality or independence concerning the contracting procedure. A conflict of interest means any situation in which persons involved in the preparation or conduct of the procurement procedure, or who may affect the outcome of this procedure, have, directly or indirectly, a financial, economic, or other personal interest that could be perceived as jeopardizing their impartiality and independence in connection with the procurement procedure.
