The City of Bremerhaven aims to expand charging infrastructure for public charging in the city. So far, approximately 12 AC charging points have been established, along with 10 HPC charging points in public spaces as part of the Germany network. Additionally, publicly accessible charging points are being built on private property (without the city's involvement). The city now intends to select two operators through a Europe-wide tender who will presumably construct and operate a further 151 AC charging facilities in public spaces. The services being tendered constitute a concession in the sense of the KonzVgV. The concession is to be awarded in two lots, whereby a bidder/a bidding consortium is generally expected to receive the award in only one lot. The objects of the tendered services are in particular: - the construction and operation of (across both lots) a total of approximately 151 AC charging facilities (with two charging points each) and the provision of non-discriminatory access to these by the bidder, - the general entitlement and obligation of the bidder to set up and operate the charging facilities at their own expense for a duration of approximately ten years. The city assumes that an economically viable setup and operation of the charging infrastructure by the bidder is possible and therefore does not pay any remuneration to the bidder.
