LOT-0001
New Construction of Bus Depot in Mönchengladbach | Project Management (Project Stages 1 to 5) according to AHO Publication No. 9 / 2020 and AHO Publication No. 19 / 2018.
NEW mobil und aktiv Mönchengladbach GmbH plans to construct a new bus depot at the site of the former Niederrhein Barracks in Mönchengladbach. NEW mobil und aktiv Mönchengladbach GmbH and NEW mobil und aktiv Viersen GmbH have decided, as part of the sustainability strategy of the NEW Group, to gradually convert the entire bus fleet (231 buses in Mönchengladbach and 27 buses in Viersen) to alternative drives by the year 2030. The current strategy aims to promote the transition to electric drives. The increased space requirements for the charging infrastructure and changed operational workflows cannot be accommodated at the existing depots in both Mönchengladbach (Rheinstraße) and Viersen (Rektoratsstraße). Therefore, NEW mobil und aktiv Mönchengladbach GmbH has decided to construct a new inter-municipal emissions-free bus depot for the entire electric bus fleet of both transport companies at the Kaldenkirchener Straße in Mönchengladbach on the site of the former Niederrhein Barracks. In addition to 260 parking spaces with charging infrastructure, a workshop for the buses and the car and truck fleet of the NEW Group, as well as an administrative building (including social rooms) with a parking garage are planned. The power supply for the area will be provided through a transfer station on the site. By uniting the two transport companies, many synergies arise, including the joint use of workshop infrastructures, office and social spaces, or the flexible deployment of the bus fleet. The property is located on one of the main routes into and out of Mönchengladbach. This gives the prominently located administrative building a special significance as a landmark and 'gateway to the city', expressing the visibility of sustainability and the energy and mobility transition. Through its architectural and ecological design, as well as the focus on future-oriented mobility technologies, the new depot aims to send a clear signal and strengthen the region's attractiveness as a pioneer in sustainable urban development and mobility. The planning procedure for the development plan related to the project has already started, aiming for a resolution to be adopted on 27.10.2027. This ensures that the planning is integrated into the planning procedure and coordinated with the approval authorities, so that the construction application can also be approved with the resolution of the site development decision. Currently, various expert investigations are also underway. The construction project will be implemented in two main construction phases: - BA I - 2028-02/2029: Carports for 92 buses including charging infrastructure - BA II - 2029-2030: Workshop, administrative building, and remaining carports etc. For the new bus depot, funding through the Verkehrsverbund Rhein-Ruhr (VRR) is sought to finance the new charging infrastructure. In the second construction phase, already funded and constructed charging infrastructures from the old operational sites are to be relocated to the area of the former Niederrhein Barracks. Currently, there is also a promising application for additional funding from the program 'Mobility Stations of the Future in the Rhineland Revier'. For the new construction, estimated costs of approximately 213 million EUR (net) for KG 200 - 700 according to DIN 276 are anticipated. The subject of the present procurement process is the basic services for project management, project stages 1 to 5, action areas A to E, as well as certain special services according to AHO Publication No. 9 / 2020 and AHO Publication No. 19 / 2018. The necessary planning services for the new construction are currently also being put out to tender across Europe. A general planner is being sought here. In the further course, it is planned to award the construction services bundled within the framework of a general contractor tender (GU award).
