This tender concerns Gentofte Municipality's transfer of the right to act as the operator of publicly accessible charging points on municipal road areas in Gentofte Municipality pursuant to the European Parliament and Council Regulation 203/1804 of 13 September 2023 on the establishment of infrastructure for alternative fuels and the AFI Act (Consolidated Act No. 1043 of 17/09/2024 Announcement of the Act on infrastructure for alternative fuels).
The municipality only tenders the right to act as the Charging Operator at the relevant locations. It is the bidders' task to outline the solution for the individual locations, including the choice of charger type (normal, fast, or ultra-fast charger) and the number of charging points per charging station. The operator must finance the costs of establishment, operation, and dismantling of their own charging points. Where a charging point with an expiring concession contract is currently established, the operator must coordinate installation with the existing operator’s removal.
The locations are tendered as individual subcontracts. Offers may be submitted for some or all subcontracts, but the same tenderer cannot be awarded all subcontracts; see section 4.4 for a detailed description of the awarding of subcontracts.
Identical contracts will be concluded for each individual subcontract.
Gentofte Municipality has an existing portfolio of concession contracts concerning the right to act as Charging Operator which are about to expire and must therefore be retendered. In addition, the municipality needs to tender several new locations due to increased need and demand for publicly accessible charging points in Gentofte Municipality. The tender covers a total of 220 charging points. Normal chargers, fast chargers, and ultra-fast chargers are requested. Annex 3 Location List provides an overview of locations indicating the number of charging points to be established at each specific location. Annex 3 Location List also indicates whether it concerns a retender or a newly established charging point. The individual locations have been assessed suitable in relation to traffic considerations and placed where demand and need are assessed as greatest.
