The subject of the contract is the expansion of the ITS System to improve urban mobility and promote pedestrian and cycling traffic along with the implementation of a parking space occupancy measurement system and spaces dedicated to disabled persons in the paid parking zone as part of the project: "Development of Sustainable Urban Transport in Białystok and the Urban Functional Area," which includes:
1) Development of the Technical - Executive Project for the IT component of the ITS/SPZMP System,
2) Preparation of the schedule of works and deliveries for the IT component,
3) Delivery, installation, and configuration of devices in the range of:
a) network infrastructure and security,
b) server infrastructure, virtualization, and backup
c) high availability mechanism,
d) workstations and access/tool licenses,
4) Implementation of the new ITS System and migration of selected elements of the old SZR system to the new ITS System, delivery and commissioning of the CCTV subsystem for the existing camera infrastructure at intersections,
5) Adjusting the priority system for public transport buses to the new SIP protocol and facilitating passage at signals,
6) Introducing automatic detection of pedestrians and cyclists at intersections, crossings, and signalized transit points along with the introduction of automatic counting and differentiation of road users and measuring average speed,
7) Introduction of mobile applications facilitating navigation for cyclists in the city by automatically signaling the need for a green signal,
8) The use of bike totems with information for users about traffic and environmental parameters,
9) Introduction of priorities for emergency vehicles by adjusting the algorithms of signalization and equipping emergency vehicles with necessary devices,
10) Launching a parking space occupancy measurement system and spaces dedicated to disabled persons in the paid parking zone,
11) Developing project documentation and constructing traffic lights at pedestrian crossings outside of signals,
12) Developing project documentation and constructing traffic lights at intersections,
13) Developing documentation and building telecommunication sewerage,
14) Delivery, installation, configuration, and connection of new cameras to the CCTV subsystem,
15) Delivery and commissioning of the monitoring solution for the system and handling reports,
16) Making the API available,
17) Conducting a security audit,
18) Handing over source codes of applications, websites, APIs,
19) Developing and delivering as-built documentation,
