The subject of the tender is a contract for the following service: Framework Agreement for IT Experts (framework agreement with 4 partners). As a promotional bank for North Rhine-Westphalia, NRW.BANK (hereinafter also referred to as the contracting authority) supports the state in its structural and economic policy tasks. It operates in the public mandate, competitively neutral, and employs the entire spectrum of lending-based promotional products - from classic loans to tailored consulting. Its three funding fields are 'Economy', 'Housing', and 'Infrastructure/Local Authorities'. In contrast to commercial banks, the customers of NRW.BANK are primarily house banks and other funding intermediaries. NRW.BANK strictly observes the prohibition of discrimination in relation to other credit institutions. Its cooperation with cooperative and private banks as well as savings banks follows - competitively neutral - the house bank procedure. NRW.BANK's business focuses on the canon of funding areas defined by the Verständigung II. Competitive business (such as commercial real estate financing and the new issuance of mortgage bonds) has already not been pursued by Landesbank NRW, the predecessor institution of NRW.BANK. Framework Agreement for IT Experts.
The subject of performance of the Framework Agreement for IT Experts is the mediation of IT experts (freelancers) to NRW.BANK, who are used as needed in various thematic and technological fields for various IT measures or IT projects of the contracting authority. The awarding of individual contracts to the Framework Agreement for IT Experts will take place on the awarding platform vergabe.NRW based on mini-competitions among the contractual partners of the Framework Agreement for IT Experts. The framework agreement is to be concluded with 4 personnel placement companies. The framework agreement has a term of two years and can be extended twice for one year each. The maximum call-off is 16.4 million euros gross (over the entire term including extensions). There is no call-off obligation for NRW.BANK.
