The purpose of the acquisition system is innovation services, service systems development services, project services and services related to management consulting in TKIO services (research, development, innovation and learning services). In addition, the acquisition includes piloting and trial services, as well as continuous development and administration services for subscriber use. The procured system is also called scientific communities.
The TKIO ecosystem forms a cooperative model regulated by the agreement of the subscriber and research, development and innovation partners. The TKIO ecosystem produces research information, development services and innovations as a basis for development and management related to the subscriber's social and health service production. The dynamic procurement system of the TKIO ecosystem is also intended to build and procure collaborative projects that generate effectiveness over organisational boundaries. The object of the acquisition and the operation of the procurement system are described in more detail in the Annex “Principles of the Dynamic Procurement System of the TKIO Ecosystem”.
The procured system is divided into categories as follows:
1. Innovation Services
2. Development of service systems
3. Project services
4. Management Consultancy in RDI Services
5. Science Communities
The minimum requirements for each category, as well as the experience and competence requirements for specialists in the establishment phase, are described in more detail in this request for participation. The subscriber specifies the object and requirements of the orders to be competitive within the procurement system in more detail in each of the intra-procurement arrangements.
The procurement scheme is valid for four (4) years from its inception, during which time the internal tenders of the procurement system are made. The subscriber may continue to validate the procurement system with a new procurement notice. Suppliers may apply to the procurement scheme at the time of establishment and later during its validity by filing an application for participation in accordance with the request for participation.
The contracting entity reserves 30 working days for the processing of applications for participation received by 10:00 on 31 January 2022 at the stage of the establishment of the dynamic procurement system. Requests for tenders shall not be published during the period as the contracting entity processes applications for participation received by the deadline.
On 1 January 2023 the acquisition system will move from the municipal corporation of the Central Uusimaa to the welfare area of the Central Uusimaa region.
Category 1 Innovation ServicesInnovation services include innovation generation and future research. The purpose of innovation services is to deliver innovative solutions and new methods for organizing and delivering services in an impressive way.
Innovations include digital operating models, solutions for innovative use of technology, or the utilization of robotics in social and health services. Key to innovation is the consideration of customer experience, quality and impact perspectives. Innovations may also relate to activity monitoring models, measurement of results, or strategic work.
Future research is research activities aimed at predicting changes in the operating environment. Future research aims, for example, to predict demand for services and content change needs through reliable data. Future research provides information, scenarios and perspectives to support the development of service production and evaluation of structures. The purpose of future research is to anticipate the human and customer-oriented service system and service menu needed in the future. It creates conditions for anticipating the impact of changes, such as how they affect the training and skills requirements of the subscriber staff, the number of personnel required, technology needs and change needs in information systems and space arrangements.
In addition, the acquisition includes piloting and pilot services, as well as ongoing development and management.
The purpose of piloting and trial services is to experiment with new innovations and services resulting from the TKIO ecosystem in practice. The activities emphasize cooperation and interaction with the subscriber and other necessary stakeholders. The pilot and trial service involves the practical implementation of the activities to be tried in genuine environments. It involves measuring and evaluating effectiveness as an integral part, as well as analysis of results.
The purpose of continuous development and management is to implement new or reformulated services or functions resulting from the TKIO ecosystem, so that implementation includes their continued development as part of service production or other subscriber activities. Continuous development and management service can be part of any category of procurement system. Continuous development and management involves consolidating results in cooperation with the subscriber into the whole of operations, measuring effectiveness, monitoring and analysis. Continuous development and management results in the services and activities required by the subscriber, information on their effectiveness and recommendations for new development of services and systems.

Category 2 Development of Service SystemsService systems development is an expert service designed to develop services, service processes, services networks and service systems.
The development of service systems involves collecting and analyzing information about the current state and needs and the effectiveness of services. The information will be utilized in development activities. Information is needed for example on current organizing methods and processes, their effectiveness, customer experience, management, implementation methods and the like. Information is collected from clients, employees from management, partners, and other stakeholders for example. The service includes measuring effectiveness, the development of effectiveness metrics and monitoring, analysis and recovery of results.
Development of service systems may involve producing different methods and tools to support the implementation of changes to the needs of the subscriber. The service may include the implementation of stakeholder involvement, for example, through service design or similar means. Development of service systems may also include a coaching service designed to support the subscriber in development activities and consolidation of results.
The development of service systems will result in, for example, new, systematic practices, new services or treatment methods, productized services, new service chains, service networks or service processes.

Category 3 Project ServicesProject services shall include the overall management of the project process for the subscriber's research, development and innovation activities. Project services include project planning services, project management services and project services.
Project planning service includes designing new projects in collaboration with the subscriber, mapping funding channels, assembling and managing consortiums related to the project, drafting and submitting a project application, and communication and information related to the preparation of the project. The service includes planning and managing cooperation related to project partners and stakeholders. Project planning service includes monitoring and reporting on project preparation. If necessary, the project planning service also includes a project secretary service.
The Project Management Service shall include a project management entity. It includes project manager service including concrete management of the project, documentation of progress, obtaining feedback, monitoring and contract management. The project manager acts as a supervisor for project workers. The project management service also includes project steering group work, cooperation with subscriber decision-makers and other stakeholders, and cooperation with financiers. Project management service includes planning cooperation and collaboration with project partners. The project management service incorporates the design and implementation of project communications. The project management service includes monitoring, implementation reporting and evaluation (interim and final estimates). The project management service also includes the project after completion of the project.
The project service covers the concrete implementation of project tasks and measures in accordance with the project plan and under the guidance of the project management. As part of the project service, for example workshops related to the project, surveys, surveys and the like are carried out and collected and analysed data, effectiveness, benefits, costs and the like are collected and analysed. Project service involves maintaining an electronic platform for project planning if necessary. The project service also includes tasks related to the concrete maintenance of networks related to the project.

Class 4 Management Consultancy in RDI ServicesManagement consulting in TKIO services is an expert service designed to enable subscriber management to provide comprehensive support for development and change management based on the TKIO ecosystem.
Management consulting delivers diverse and holistic knowledge, competence and insights on the development of social and health services and specialty medical care and extensive integration projects. Management consultancy provides expert expertise in promoting the effectiveness, customer orientation and quality of innovation and development activities in social care, health services and specialised medical care, as well as the design, analysis of new operating models and process entities and deployment.
The expert service in management consultancy includes diverse expertise in improving the effectiveness and productivity of social and health services, financial systems, improving access to services, and designing service systems and networks.
In addition, the acquisition includes piloting and pilot services, as well as ongoing development and management.

Category 5 Science CommunitiesThe TKIO ecosystem serves as a key collaborative platform and procurement channel for scientific communities such as universities, colleges, colleges, centres of excellence and research institutes. In the procurement system, the service obtained from scientific communities may contain services deemed to be scientific activities which complement projects undertaken within the TKIO ecosystem. Scientific activities may contain any research activities and services in accordance with the object of the procurement system, but these services always emphasize a scientific and scientific perspective.
Services and research activities may be those of which benefit will be made for use in the activities of the contracting entity other than those of the contracting entity. Services procured from scientific entities may also constitute research and development services which benefit from the sole use of the contracting entity and completely replacing the service provided by the contracting entity. The nature of the service shall be specified in each intra-contracting invitation to tender.
Services may also be ordered from scientific entities directly without internal competition from the procurement system, provided that the conditions of a derogation for research and development services in the Procurement Act (Section 9 1 mom. 13) are met.
