Taking into account the re-classification of Bucharest in the I management regime for pollutants nitrogen dioxide, nitrogen oxides (NO2/NOx), particulate matter (PM10 and PM2,5) and benzene (C6H6) for which it is necessary to draw up an integrated air quality plan according to the provisions of Order No. 2.202 of 11 December 2020 regarding the approval of lists of administrative-territorial units drawn up following the enlistment to areas management regimes in areas and agglomerations provided for in Annex no. 2 to Law no. 104/2011 on ambient air quality, it is necessary to elaborate a Air quality study reflecting the current situation at the level of Bucharest.

The number of days until which clarifications can be requested before the deadline for submission of tenders is 20 days.

The contracting authority shall respond to requests for clarification 12 days before the closing date for the submission of tenders.

Any request for clarification must be submitted in the SEAP (http://sicap-prod.e-licitatie.ro/pub)

The specific objectives of the purchase of services are as follows:

- Specific Objective 1: Conducting the Air Quality Study in Bucharest;

The study of air quality on the territory of Bucharest is aimed at:

- mathematical modelling of the dispersion of pollutants NO2, NOx, PM10, PM2,5, benzene, SO2, CO, Pb, As, Ni, Cd (working methodology, topographic analysis, climate and weather data, emission inventories, regional, urban, local background assessment, identification of main emission sources and elaboration pollution maps, information on pollution due to transport and dispersion of pollutants emitted from sources located in other areas, regions, etc.).

- identification of emission reduction measures associated with different categories of emission sources and definition of scenarios for measures with quantification of their effectiveness.

- evaluation of the measures foreseen in the P.I.C.A. 2018-2022 regarding the effects of implementation, the difficulties in implementation, the achievement of the established indicators.

- Specific Objective 2: Technical assistance for the implementation of the Integrated Air Quality Plan in Bucharest for the period 2022-2026 and of the Plan for Maintaining Air Quality in Bucharest for the period 2022-2026 in order to define the framework for implementation of measures aimed at ensuring air quality protection both in Bucharest and in areas of pollution influence in the capital.
