I. Definition of the subject of the contract
Scope of the contract execution:
The subject of the contract is to execute the integration and expansion of IT systems of the provider, including the implementation of new types of Electronic Medical Documentation (EMR) and integration with the Intelligent Service Platform (ISP), purchase and implementation of solutions for medical documentation digitization, exchange and integration of the PACS system, and implementation of solutions based on artificial intelligence.
1. Expansion of the used HIS system to extend the catalog of supported Electronic Medical Documentation (EMR) by 9 new documents implemented by the e-Health Centre (along with 36 months of service support),
2. Purchase of a new PACS system for storing and managing diagnostic data - integrated with the used HIS/RIS systems (along with 36 months of service support),
3. Integration of the used HIS system with the Drug Interaction and Adverse Effects Database (along with the provision of necessary licenses and service support for 36 months),
4. Expansion of the used HIS software with functionality for digitizing medical documentation from paper form and indexing it as EMR in the P1 system (along with 36 months of service support),
5. Emergency recovery service of critical systems of ZOZ Sucha Beskidzka on preconfigured IT resources of the Hospital including active training for administrators (package of 3 recovery services performed once a year),
6. Integration of the new PACS system with the Intelligent Service Platform (ISP) (license along with 36 months of service support),
7. Voice assistant for medical documentation utilizing AI tools to recognize voice and fill out structured medical documentation forms (license along with 36 months of service support)
A detailed description of the subject of the contract is included in the attachments to the SWZ: attachment no. 1a (Order Description) and attachment no. 3 (Draft Contract Provisions). This description should be read along with any possible changes to the content of the specification, which are, for example, the result of responses to questions from contractors.
II. Timelines for contract execution
1. Stage I – preparation of detailed conditions and scope of implementation constituting the Pre-Implementation Analysis - up to 7 days from the date of signing the Agreement.
2. Stage II – delivery of licenses and rights to the System software, delivery of software, and initiation of configuration work, parameterization of the delivered software - within the term agreed with the Ordering Party, taking into account the deadline for the execution of the entire subject of the contract.
3. Stage III – acceptance, performance, integration, and security tests at the Ordering Party; data migration and integration - within the term agreed with the Ordering Party, taking into account the deadline for the execution of the entire subject of the contract.
4. Stage IV – preparation and execution of job instruction/training sessions - within the term agreed with the Ordering Party, taking into account the deadline for the execution of the entire subject of the contract.
5. Stage V – Implementation, configuration, and parameterization of the software in the Ordering Party's production environment along with data integration after migration. Acceptance of documentation (including post-implementation documentation), licenses, and production deployment of the System. Stage V ends with the Final Acceptance of the System - within the term offered by the Contractor in the submitted offer, amounting to a maximum of 8 weeks from the date of signing the agreement, but no later than 31.05.2026.
III. Purpose of the executed Contract Subject
This subject of the contract constitutes an expenditure within the framework of the project titled “Digital Transformation of the Health Care Team in Sucha Beskidzka through the development of electronic medical documentation (EMR), digital services in the field of e-health and increasing the level of cybersecurity,” co-financed by the National Recovery and Resilience Plan (Priority: Efficiency, availability, and quality of the healthcare system - part of the grant, Activity: D1.1.2. Acceleration of digital transformation processes in healthcare through further development of digital services in healthcare). The goal of the project is to improve the functioning and quality of healthcare provided by the hospital. This goal will be realized through the modernization and expansion of the hospital's IT infrastructure, implementation of solutions enabling the conduct and exchange of electronic medical documentation, promotion of digital services in the area of e-health, and a significant increase in the level of cybersecurity.
IV. According to Article 257 of the Public Procurement Law, the Ordering Party foresees the possibility of canceling this procedure if the public funds that the Ordering Party intended to allocate for the financing of all or part of the contract are not granted to them.
