The contract involves the delivery and installation of fast charging stations for electric vehicles at TU-Sofia, including specific lots for stations with power outputs of 50-60 kW and 120 kW, with requirements for new equipment, operational functionality, and compliance with safety standards.

The subject of the contract is “Delivery and Installation of Charging Stations for Electric Vehicles for the Needs of TU-Sofia”, divided into specific lots:
Specific Lot 1: Delivery and installation of Fast Charging Stations with a power output from 50 to 60 kW.
Specific Lot 2: Delivery and installation of Fast Charging Stations with a power output of 120 kW.
The delivered equipment must be new, unused. The supplied equipment must be delivered as a complete set with all necessary components, accessories and software, ensuring it is fully operational and performs the functions outlined in the specifications. The supplied equipment must meet all applicable requirements in the Republic of Bulgaria and the EU regarding technical operation, fire safety, safety regulatory requirements, and connection to the electrical grid. The supplied equipment must be equipped with all necessary cables, accessories, and required software to ensure its normal and full functionality.


LOT-0001
Delivery and installation of Fast Charging Stations with power output from 50 to 60 kW.
The charging stations must support the following control and monitoring functions:
• Ability for local or remote management via built-in user interface or software portal;
• Registration, archiving, and visualization of charging sessions (time, duration, consumption, vehicle/user);
• Access control via RFID cards, PIN code, mobile application or local user interface management. Each authorization method should allow dynamic user management by the contracting authority;
• Integration via OCPP 1.6J to the contractor's own backend system or local server;
• No requirement for integration with a public operator or bank payment terminal;
• No billing required – station to be used for internal (corporate) charging;
• Access to the readings of the integrated meter in the station through open-source software or another program provided by the contractor.

The specific lot includes the delivery and installation of 4 fast DC charging stations with two charging cables - CCS 2, with technical specifications as follows:
Equipment type: Stationary DC fast charging station designed for outdoor installation and charging of electric vehicles with direct current (DC)
Output power: Minimum 50 kW, maximum 60 kW
Input: 3x400 V AC, 50 Hz
Number of phases: Three-phase system
Output voltage: 150–1000 V DC
Number of outputs and charging capabilities: The station must have two outlets for DC charging:
- 2 x CCS2 (Combined Charging System Type 2);
Each output must be equipped with a factory-integrated power cable with a connector;
The station must support the ability to charge two electric vehicles simultaneously, with the total available power (50–60 kW) distributed dynamically between them, depending on the needs of the charging vehicles.
Power cables to the electric vehicle: Minimum 5 m each, secured to the station.
The charging station must be equipped with two factory-integrated power cables, one for each connector (CCS2), with the following characteristics:
- Minimum length: 5 meters per cable, measured from the body to the connector;
- Cables must be factory-installed and protected from removal/external disruption;
- Must have vandal-resistant connectors with weather resistance (IP44 or higher);
- Cables must be compliant with relevant standards and certified for DC charging.
Communication connectivity: 4G / Ethernet / Wi-Fi
The charging station must support the following communication interfaces:
- Ethernet (LAN RJ-45 port);
- Wi-Fi (built-in module);
- 4G (LTE) modem with a SIM card slot.
The contractor provides the necessary hardware (modem/ports),
Communication must allow integration via OCPP with an external backend system. It should enable integration through software provided by the contractor or access to an existing management system for controlling and monitoring individual charging stations.
Protocols: Mandatory support for OCPP 1.6J upon delivery.
A tender is acceptable where the charging station initially supports OCPP 1.6J, and the manufacturer or contractor commits to a free software upgrade to OCPP 2.0.1, as well as all other specifications and requirements detailed in the Technical Specification from the participation documentation.
The delivered equipment must be new, unused. The supplied equipment must be delivered as a complete set with all necessary elements, accessories and software necessary for its normal and complete functionality. The delivered equipment must meet all applicable requirements in Bulgaria and the EU regarding technical operation, fire safety, safety regulatory requirements, and connection to the electrical network. The maximum delivery and installation deadline is up to 30 (thirty) calendar days from the date of contract registration in the contracting authority's register. Warranty period for the equipment - minimum 36 months, including maintenance and replacement of components, starting from the date of signing without remarks the acceptance-transfer protocol certifying the delivery and installation of the equipment. Payment is made in accordance with the terms of the execution contract.

The charging stations must support the following control and monitoring functions:
