Supply, installation, and commissioning of Real Time PCR equipment and a Complete Sanger Sequencing System to enhance diagnostic capabilities at the Pathological Anatomy and Medical Genetics Laboratory, aiming to improve oncological diagnosis and align with modern medical standards.

Contract for Supply, Installation and Commissioning: "Real Time PCR"; Complete Sanger Sequencing System. The above-mentioned products are part of a set of medical equipment important for modernizing the diagnostic infrastructure of the Pathological Anatomy and Medical Genetics Laboratory at the "Sf. Apostol Andrei" Emergency County Clinical Hospital in Constanța. By their complementary functionality, these equipment contribute to the digitization, standardization, and automation of the workflow, from sample reception and tissue processing to archiving and collaborative interpretation of results, supporting a complete and efficient oncological diagnosis. The provision of the equipment included in this Contracting Strategy supports the achievement of the general objective of the project “Improving diagnostic performance by equipping the Pathological Anatomy and Medical Genetics Laboratory within the Clinical Pathological Anatomy Service of the "Sf. Apostol Andrei" Emergency County Clinical Hospital in Constanța (GePaRD)” – MySMIS code 327722, namely the modernization and expansion of the technical capacity of the pathological anatomy and medical genetics laboratory, with a view to improving the oncological diagnosis process. This intervention is necessary to align the services offered to current standards of precision, speed, and complexity required in personalized medicine, having a direct impact on the quality of medical care and the individualized treatment of patients. The investment falls within the strategic efforts to strengthen regional public hospital infrastructure and support the implementation of national policies in the field of oncology.
Based on the necessity report no.72887 from 05.11.2025 and the report no.74141 from 10.11.2025 prepared by Dr. Deacu Mariana for the Clinical Pathological Anatomy Service, reports approved by the management of the contracting authority, the aforementioned medical equipment is purchased.


LOT-0001
Equipment "Real Time PCR".
 The supply of an RT-PCR equipment contributes to diversifying the molecular investigations realizable in the laboratory, applicable in identifying viral agents involved in the etiology of certain types of cancer, such as HPV, EBV, or HTLV-1. This equipment allows quick and specific determinations, fundamental in establishing a complete etiological diagnosis and supporting appropriate therapeutic guidance. The integration of this technology supports the project's objective of personalizing oncological treatment by correlating histopathological and molecular data with the viral etiological profile of the tumor.
The accessory operations related to the supply of equipment include:
• Delivery and commissioning of the equipment by authorized personnel, operations included in the offered price; a declaration of conformity will be attached in this regard;
• Training of the operating and medical personnel at the beneficiary’s site, as an integral part of the equipment delivery. The training will include not only the correct and safe use of the equipment but also the application of sustainable practices, such as:
o Performing preventive maintenance according to manufacturer recommendations to extend the lifespan of the equipment and maintain their performance;
o Optimizing resource usage to reduce energy consumption and minimize waste generated in the workflow;
o Complying with environmental protection standards and regulations regarding responsible management of consumables and materials with potential pollutant properties.

Complete Sanger Sequencing System.
 The sequencing system (Sanger) will allow the laboratory to systematically introduce and use advanced methods of genetic and cytogenetic analysis necessary to identify changes involved in the pathogenesis of cancers. The provision of this product will lead to the expansion of the types of available investigations, shortening the time between sampling and results, and strengthening the laboratory's capacity to integrate high-specialization methods into current diagnostic activity.

• Delivery and commissioning of the equipment by authorized personnel, operations included in the offered price; a declaration of conformity will be attached in this regard;
