Description:
The procurement seeks a supplier for electricity, requiring at least 50% of the supply to come from renewable energy sources to align with green public procurement goals.

The open public procurement procedure is being conducted for the procurement of electricity supply for the needs of the Contracting Authority for a procurement period of 24 (twenty-four) months, starting immediately upon the exequatur of the Decision and the signing of the Framework Agreement. According to the Europe 2020 Strategy, adopted in 2010, one of the goals at the European Union level is to increase the share of renewable energy sources in final energy consumption by 20%. At the European Union level, the 7th Environmental Action Programme 'Living well within the limits of our planet' (2013) sets a strategic goal by 2020 for the entire European Union to implement at least 50% of public procurement using green public procurement criteria, and this goal has also been adopted by the Republic of Croatia. On August 26, 2015, the Government of the Republic of Croatia adopted the first National Action Plan for Green Public Procurement for the period from 2015 to 2017, with a view to 2020 (hereinafter: National Action Plan for Green Public Procurement). The National Action Plan for Green Public Procurement focuses on introducing basic green criteria in public procurement for priority groups of products and services: paper for printing and copying, motor vehicles, office and IT equipment, electricity, telecommunications services, and mobile telephony services along with devices and cleaning services.

In accordance with the goals set out in the aforementioned strategic documents, the Contracting Authority is conducting this green public procurement procedure and requires that at least 50% of the total electricity to be supplied by the selected contractor must be generated from renewable energy sources (so-called 'green energy').

In order to stimulate the production of energy from renewable sources, to make it more competitive with energy obtained from conventional sources, and to encourage the construction of new renewable energy sources and achieve sustainable development, the contracting authority has determined that the electricity must contain the above-mentioned minimum percentage of electricity from renewable sources. According to the applicable Law on the Electricity Market, renewable energy sources are renewable non-fossil sources of energy, i.e., wind energy, solar energy, aerothermal, geothermal, and hydrothermal energy, sea energy, energy from watercourses, biomass energy, gas from landfill waste, gas from wastewater treatment facilities, and biogas.
