The procurement in this documentation refers to the purchase of new fully electric buses intended for public passenger transport and charging systems for electric buses. Acquisition includes: Supply of 6 units of electric buses with a maximum length of 10 m and accessory systems for traffic management Supply of 6 slow charging stations for electric buses Supply of 3 fast charging stations for electric buses Civil works for charging stations (foundations, earthworks, chambers), including installation Electrical works for connection and installation of electrical equipment for the operation of electric bus charging stations.

In accordance with the provisions of Art. 160 para. (1) of Law 98/2016, with subsequent amendments and completions, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is 18 days before the deadline for submitting bids. In accordance with the provisions of Art. 161 para. (1) of Law 98/2016 with subsequent amendments and completions, the Contracting Authority will respond clearly and completely to all requests for clarification/additional information on the 11th day before the established deadline for submitting bids.

Supply of electric buses and installation works for charging stations within the project "Creating a corridor for urban mobility and improving the performance of public transport through integrated investments in the municipality of Drobeta Turnu Severin", SMIS Code: 327730, in accordance with the requirements of the specification. The acquisition consists of the delivery, installation, testing, and commissioning of electric buses and charging stations, as well as staff training: • Supply of 6 units of electric buses with a maximum length of 10 m and accessory systems for traffic management • Supply of 6 slow charging stations for electric buses • Supply of 3 fast charging stations for electric buses • Civil works for charging stations (foundations, earthworks, chambers), including installation • Electrical works for connection and installation of electrical equipment for the operation of electric bus charging stations • Implementation of an AI platform to support decision-making for improving public transport performance. The Contracting Authority procures new fully electric buses intended for public passenger transport and charging systems for electric buses. Thus, the acquisition of specific equipment and modern rolling stock with zero emissions is desired to improve urban public transport and facilitate the transition to sustainable urban mobility. The project is co-financed through non-reimbursable European funds, through the South-West Oltenia Regional Program 2021-2027, European Regional Development Fund, Operation: Support for sustainable urban transport, Specific objective: RSO2.8_Promoting sustainable multimodal urban mobility, as part of the transition to a zero carbon emissions economy, Priority: P4.Sustainable urban mobility. Electric buses will be solo type (non-articulated), with low floor (floor lowered along the entire length of the bus), without steps throughout the floor area, facilities for unlimited access for reduced mobility persons (kneeling ramp), without a top deck, CE body, intended for urban passenger transport. Charging stations: Slow: Slow charging will be done overnight by connecting the electric bus to the low voltage three-phase network (400 Vca). Depending on the total battery storage capacity, they will be charged to maximum capacity within up to 6 hours. The bus connection to the charging station will be made through a standardized connector that will be delivered by the winning bidder. The charging station will be equipped with a dedicated charging interface. Fast: Fast charging of electric buses will be done through a standardized charging system similar to that of slow charging (plug-in type). The fast charging system (minimum 150 kW) will introduce a large amount of energy into the batteries in a short time (2 ... 20 minutes) by connecting the electric bus to a fast charging station which will have the following general characteristics. The specification refers to the technical and quality conditions that the equipment must meet. The electric buses will have type approvals granted by the competent authorities of the member states of the European Union, in category M3, based on the Framework Directive: 2007/46/EC or national type approvals issued by RAR under Law no. 230/2003 for the approval of OG no. 78/2000 on the approval of road vehicles and the issuance of their identity card, for the admission into circulation on public roads in Romania, the Order of the Minister of Transport, Constructions and Tourism no. 2132/2005 for the approval of the Regulations on individual approval, issuance of the identity card and certification of the authenticity of road vehicles - RNTR7, with subsequent amendments and completions, Order 2224/2020 for the approval of the Regulations regarding type approval and issuance of the identity card of road vehicles, as well as the type approval of the products used on them - RNTR 2, Order of the Minister of Public Works, Transport and Housing no. 458/2002 for the approval of the Methodological Norms regarding the classification of buses and minibuses used for national passenger transport by regular services, with subsequent amendments and completions, Order of the Minister of Transport, Constructions and Tourism no. 2135/2005 for the approval of the Regulations regarding the approval and certification of products and materials used in road vehicles, as well as the conditions for their market introduction - RNTR 4, 1060/2008, with subsequent amendments and completions. The delivered buses will have approvals granted by the competent authorities of the member states of the European Union and will comply with the provisions of Directive 2019/1161/EC regarding the promotion of non-polluting and energy-efficient road transport vehicles. The bidder will present the approval documentation for the electric buses, from which it results that: • The offered electric buses are type approved with national type approval certificate for vehicles in category M3 issued by the Romanian Automotive Register (RAR); or • The offered electric buses are approved in one of the EU member states by a competent authority in category M3. In both cases, the type approvals must be valid at the time of delivery. If the electric buses are approved by the competent authorities in the EU, the national type registration at the Romanian Automotive Register (RAR) will be carried out by the winning bidder within a maximum of 60 days from the date of contract signing, at its expense and responsibility.
