Description:
Haringey Council seeks to enhance its electric vehicle charging network and is gathering pre-market information to explore operator options for providing and managing charging infrastructure that meets current and future demands.
Haringey Council is in the process of updating its transport strategies. In addition to its emerging Safe and Sustainable Transport Strategy and emerging Kerbside Strategy, the emerging Haringey Electric Vehicle Strategy sets out how the Council will support the use of electric vehicles in the borough, with a plan to enhance and develop our network of electric vehicle charging infrastructure.
Key to our ambition is ensuring all drivers have access to a high-quality electric vehicle chargepoint network, whilst also ensuring that the chargepoint network is future proof and innovative.
This process is to allow for the collection of pre-market information to support Haringey Council (the Council) with understanding the market for delivering electric vehicle charging infrastructure.


The Council currently has arrangements in place with several charging point operators, to provide charge points on the public highway throughout the borough. The majority of these charge points are rated between standard and fast (7kW-50kW), with limited provision for rapid charging.
We are looking for operator(s) to provide charging options to meet differing needs of users, to meet both the current and projected increase in demand, with arrangements secured by contract. It is anticipated that these contract(s) will last for a duration of at least 15-years.
We expect operator(s) to be able to supply, install and operate electric vehicle charging infrastructure themselves, as part of concessionary arrangements. It is not anticipated that the Council will have any capital to put toward infrastructure.
The Council would like to find out about the different options that the market currently or potentially offers, along with the types of innovation or areas of best practice that are being developed and could meet the Council's current and projected future requirements.
Please note that information provided is purely for information only, and to inform the Council of solutions that it may not already be aware of. It may also inform and shape any future requirements, whilst reflecting common traits across the marketplace, where appropriate.
Any future commercial arrangement aims to:
• Deliver electric vehicle charging infrastructure which meets the demands of residents and visitors to the borough
• Instil confidence that there is operational capacity to respond to any issues in a timely and efficient manner, which reduces the need for Council resource interventions
• Provide usage data for reporting, ongoing management and broader analysis of trends
• Foster a strong working relationship between not only the Council and the operator(s), but also with other stakeholders across the borough
• Mobilise to deliver the agreed service upon completion of any subsequent procurement exercise
The pre-market engagement will run from April 20, 2026, till June 6, 2026, at 23.00 hours. Interested operators will be required to download the Pre-Market Engagement document, complete the complete the Soft Market Testing (SMT) Questionnaire (Appendix 1) and return via the e-tendering portal - https://s2c.waxdigital.co.uk/ProcurementLBHaringey
The timetable for the pre-market engagement is as follows;-
1. April 20, 2026 -Council publishes UK2 - Preliminary Market Engagement (PME) Notice on the Find a Tender service portal/ Central Digital Platform.
2. The Pre-market engagement document ( which includes the soft market testing (SMT) questionnaire) is made available on the council's e-procurement platform. It should be downloaded, completed and returned via the e-tendering portal https://s2c.waxdigital.co.uk/ProcurementLBHaringey
3. June 6, 2026 - Market engagement phase is closed
4. Summer of 2026 - Propose Procurement process commences
