The service to be procured consists of the development of the Feasibility Study for the objective "Electrification of the Ciulniţa – Slobozia - Ţăndărei Traffic Section" – SRCF Constanţa and the submission of documentation for obtaining the urbanism certificate, as well as obtaining all necessary approvals in order to promote the Government Decision for the approval of the technical-economic indicators and for the expropriation of properties related to the investment objective "Electrification of the Ciulniţa – Slobozia - Ţăndărei Traffic Section" – SRCF Constanţa - Feasibility Study Phase, in accordance with the requirements of HG 907/2016 and the specifications document no. 8.2/1182/02.06.2025.
The development of the Feasibility Study will be carried out in accordance with the applicable legislative and regulatory framework, to present the best alternative regarding the optimal investment option both from a technical, economic, and operational viewpoint to enhance energy efficiency and sustainability from an environmental perspective through the electrification of the Ciulniţa – Slobozia – Ţăndărei traffic section.

SUSPENSIVE CLAUSE: The award procedure takes place under the incidence of this suspensive clause, in the sense that the conclusion of the sector contract is conditioned by ensuring the source of financing, the signing of the contract being possible only if the provisions regarding the commitment of expenses from budgets that fall under the public finance legislation are respected.
Prior to the conclusion of the contract with the economic operator who will be declared the winner following the completion of the sector procurement procedure for the services for "Electrification of the Ciulniţa – Slobozia - Ţăndărei Traffic Section" – SRCF Constanţa - Feasibility Study Phase, approval for its signing will be requested and obtained from the Board of Directors of CNCF "CFR" SA.
Number of days until which economic operators can request clarifications before the deadline for submitting offers: 22 days. The contracting authority will respond to clarification requests on the 12th day before the deadline for submitting offers.

The general objective is part of the "Railway Infrastructure Development Strategy for the years 2021-2030" approved by HG no. 985/2020, specific objective A5: "Increasing energy efficiency and reducing pollution levels" aims at enhancing energy efficiency and sustainability from an environmental perspective through electrification of traffic sections in the Romanian railway system and increasing the electrification level of the railway network in Romania.
This will facilitate the integration of sustainable transport between the regions of Romania, contributing to the socio-economic development of the traversed areas, improving Romania's economic competitiveness and creating conditions for increasing the volume of goods and the number of passengers on the railway network.
The specific objectives of the project "Electrification of the Ciulniţa – Slobozia - Ţăndărei Traffic Section" are as follows:
a) increasing the average speed of train circulation;
b) increasing the attractiveness of railway transport on the Ciulniţa – Slobozia – Ţăndărei section;
c) minimizing the negative impacts on the environment;
d) increasing the transport volume by rail;
e) maintaining and potentially attracting new rail transport on Romanian territory;
f) increasing productivity and reducing operating costs in traffic management by enhancing the centralization level of signaling installations (SCB);
g) optimizing operations in railway nodes to ensure faster connections to other railway routes in the area by integrating signaling installations into traffic management centers (SCB);
h) increasing the level of traffic safety by modernizing mechanical installations (SCB);
i) increasing the revenues of SRCF Constanţa from infrastructure usage fees.
The contract duration is 30 months from the issuance of the start order, of which:
a) The duration for the provision of services is 17 months (510 days), of which:
- 12 months (360 days) the effective duration for delivering the outputs;
- 5 months (150 days) necessary for the verification and approval activities and documentation/output by the Contracting Authority.
b) The duration for completing the expropriation procedure is 13 months (390 days), of which:
- 12 months (360 days) necessary to finalize the expropriation procedure;
- 1 month (30 days) for verification and approval by the beneficiary of the Report on the completion of the expropriation procedure.
