Description:
The Municipality of Ruse seeks a contractor to develop and execute an information campaign that educates the public on improving air quality and replacing solid fuel heating devices as part of a funded project.

The Municipality of Ruse will implement the project "Improving Air Quality in the Municipality of Ruse", funded through the "For Cleaner Air!" Procedure under the "Environment 2021 - 2027" Program.
The aim of the procurement is to select a qualified contractor to assist the Municipality of Ruse in the preparation, organization, and execution of an information campaign for the population regarding the implementation of measures to improve air quality within the project "Improving Air Quality in the Municipality of Ruse".
The information campaign will be conducted during the execution of the project, providing detailed information to the population about the benefits of replacing solid fuel heating devices, the eligible alternatives for replacement, the conditions, and criteria for including those interested in the replacement scheme.
The goal of the information campaign is to achieve a high degree of awareness and understanding among the population regarding the necessity of replacing solid fuel heating devices and the options available for their free replacement under the mentioned project.
The necessary characteristics of the subject of the public procurement are described in detail in the Technical Specification - Appendix No. 1 to this Participation Documentation for the procurement.
- The location of the procurement execution is the Municipality of Ruse.
- The execution period of the public procurement is 36 months, but no later than April 3, 2029, which is the final deadline for project completion. In case of an extension of the project execution period, the contract period with the contractor may be extended in accordance with the requirements of Article 116 of the Public Procurement Act.
The public procurement will be financed through a grant provided by the Managing Body of the "Environment 2021-2027" Program for the execution of the project "Improving Air Quality in the Municipality of Ruse". The project will be financed under the priority "Air" from the Environmental Program for the period 2021-2027 through the "For Cleaner Air!" procedure.

The public procurement includes the following activities:
1. Organizing and conducting press conferences/briefings, presenting good practices - a total of 3
2. Organizing information days/meetings - 40
3. Outdoor advertising - creating advertising billboards, 4
4. Creating portable information stands - 2
5. Broadcasting an advertisement on regional radio stations
6. Broadcasting an advertisement on regional television channels
7. Creating and publishing content for the official website of the municipality - 18 texts for the news section
8. Broadcasting advertising banners with a link to the municipality's page - 2
9. PR publications in regional online media and portals - 100
10. Advertising on Facebook and YouTube, targeted at the audience in the region
11. Advertising in regional print media
12. Publishing PR materials in regional print media
Implementation of the assignment
The contracting authority assigns the execution of the tasks related to the procurement with assignment letters, after receiving a proposal and schedule from the Contractor. The textual information necessary for the execution of each specific task within the scope of this public procurement will be provided by the Contracting Authority to the Contractor.
During the work process, the participant selected as the Contractor for the procurement must necessarily coordinate and agree on their actions and the overall vision of the information materials with the Contracting Authority. The Contractor is obliged to make the necessary corrections indicated by the Contracting Authority within the time frame specified by the Contracting Authority.
Materials are published/handed over/set up after approval by the Contracting Authority.
The Contractor is committed to providing the Contracting Authority with the evidence of the publications made - one original copy from the number of print media.
Upon handing over the materials created as part of the procurement, handover protocols are to be drawn up.
All materials produced under this public procurement become the property of the Contracting Authority.
Important!
Every publication made by the contractor, in any form and in any media outlet, must contain the following statement:
"This document has been created under the project 'Improving Air Quality in the Municipality of Ruse', under the priority 'Air', procedure 'For Cleaner Air!', funded by the 'Environment' Program 2021-2027, co-financed by the European Union."
In the execution of the procurement, the visualization and communication requirements according to Regulation 2021/1060 must be observed.
Every participant must submit a technical proposal for the execution of the described activities above.
The technical proposal must also include a proposal for the execution of the activities as per the technical specification.
To report the progress regarding the execution of the contract, the contractor will present interim reports and a final report to the contracting authority.
1. Interim reports - must provide a brief description of the work performed during the reporting period, the results/products achieved from the execution, any problems encountered, and applied/proposed measures for their overcoming, progress compared to the execution schedule - in tabular or graphical format.
2. Final report. The final report informs the contracting authority about the overall execution of the contract. The contractor should provide a comprehensive evaluation of the work done. The final report should include a complete description of the results/products produced in execution of the contract.
Reports on the progress must be submitted to the contracting authority within the following deadlines:
- Interim reports - presented together with the issued invoice for interim payment;
- Final report up to 10 calendar days before the expiration of the contract term.
All progress reports are prepared in one paper copy and one electronic storage medium. Documents on electronic storage must be provided in an editable format compatible with word processing and spreadsheet programs (MSWord, MSExcel). Reports should have a title page including the contract name, the project name of the contracting authority, the report title, date of issuance, the name and address of the contractor, for visualization and communication according to Regulation 2021/1060. All reports are signed by the team leader of the contractor. The contracting authority approves the reports or returns them with comments and requests for additions and/or corrections. The method of submission and acceptance is detailed in the draft contract.
