Description:
Delivery and installation of photovoltaic micro-installations with energy storage for 18 public utility facilities in Suwałki, including technical assessments, system integration, and compliance with EU energy efficiency regulations.

1. The subject of the order is the delivery, installation, execution, and commissioning of photovoltaic micro-installations along with energy storage for 18 public utility facilities in Suwałki.
2. The scope of the order includes:
1) developing a separate technical opinion for each facility by a qualified person (designer) to assess the load-bearing capacity of the roof;
2) preparing the necessary documents and applying to the Network Operator (PGE) for connection conditions;
3) installing the systems according to the OPZ and the conditions, based on the existing conceptual design;
4) integrating the micro-installations with the fire protection system in the facility;
5) integrating the executed installation with existing PV installations in 8 facilities;
6) agreeing upon and installing the fire shut-off switch;
7) conducting the connection procedure;
8) performing measurements;
9) conducting technical receptions;
10) commissioning the systems and training users;
11) preparing as-built documentation;
12) producing and mounting an information board in each facility (the project and content of the boards and the location of their placement must be agreed upon with the Ordering Party);
13) conducting annual technical inspections of the installations for a period of 5 years.
3. A detailed description of the subject of the order is specified in attachment no. 1 – detailed description of the subject of the order and the conceptual documentation of the installations, quantities.
4. The implementation of the order must adhere to EU regulations regarding energy efficiency and principles of green public procurement.
5. All works must be carried out in accordance with the technical documentation and applicable technical conditions and regulations.
6. The contractor is obliged to provide necessary personnel with appropriate construction qualifications, enabling the execution of industry works essential for the proper realization of the task. The above personnel must be submitted for the Ordering Party's approval.
7. According to Article 101(4) of the law, where the subject of the order is described by norms, technical evaluations, technical specifications, and technical reference systems, the Ordering Party allows for equivalent solutions to those described. In addition, it should be assumed that all such references are accompanied by the words “or equivalent”. Indicating the equivalence of the offered solution, in accordance with Article 101(5) of the law and on the principles specified there, rests on the Contractor, who must prove, by attaching to the offer the relevant substantive evidence mentioned in Articles 104-107 of the Pzp law, that the proposed solutions fulfill the requirements specified in the description of the subject of the order to an equivalent degree.
8. If trademarks are used in the OPZ documentation (description of the subject of the order), it means they are provided as examples and only define the minimum expected quality parameters and required standards. The Contractor may use equivalent materials or devices but with technical and quality parameters similar or superior, whose application in no way affects the proper functioning of the solutions adopted in the OPZ documentation. A Contractor who uses equivalent devices or materials will be obliged to demonstrate during the implementation of the order that the materials and devices used by them meet the requirements set by the Ordering Party.
9. The use of labels in the OPZ documentation means that the Ordering Party accepts all labels confirming that the said deliveries or services meet equivalent requirements specified by the Ordering Party's label. If the Contractor cannot obtain a specific label specified by the Ordering Party or an equivalent label for reasons beyond their control, the Ordering Party, within a period set by them, accepts other appropriate means of proof, in particular, the producer's documentation, provided that the Contractor proves that the deliveries or services they are to carry out meet the requirements specified by the label or specific requirements indicated by the Ordering Party.
10. The use in the design documentation of the requirement to possess a certificate issued by a conformity assessment unit or reports from tests conducted by this unit as means of proof confirming compliance with the requirements or features specified in the description of the subject of the order, criteria for evaluating offers, or conditions for the implementation of the order means that the Ordering Party also accepts certificates issued by other equivalent conformity assessment units. The Ordering Party also accepts other appropriate means of proof, in particular, the producer's technical documentation, if the given Contractor does not have access to certificates or test reports, nor the possibility of obtaining them within the appropriate period, provided that this lack of access is not attributable to the given Contractor, and on the condition that the given Contractor proves that the deliveries or services they perform meet the requirements or criteria specified in the description of the subject of the order, criteria for evaluating offers, or requirements related to the implementation of the order.
11. In the case of description by norms, equivalent solutions are considered those that ensure compliance with the minimum requirements specified in the norms at a level no worse than described in the relevant standards. In the case of norms referred to in SWZ (if not specified in detail), it is understood that current norms apply. In other cases (description of the subject of the order by means of technical evaluations, technical specifications, and systems of technical references), a product, material, or system with technical, functional, and quality parameters not worse than those mentioned in the description of the subject of the order is considered equivalent.
