Description:
Support is sought for developing a strategic biodiversity diagnosis, clarifying political ambitions, preparing an operational action plan for 2028-2032, and structuring sustainable partnerships for the Toulouse metropolis.
This consultation aims to support the community in: - Developing a strategic biodiversity diagnosis (mission 1), - Clarifying the political ambitions of the biodiversity strategy at the metropolitan scale (mission 2), - Preparing an operational biodiversity action plan for the period 2028-2032 (mission 3), - Structuring a sustainable territorial and partnership dynamic (mission 4)

The framework agreement is "composite". It includes a "regular market" part and a "framework agreement with purchase orders" part. The maximum estimated value of the need for the entire duration of the contract is €130,000.00 excluding VAT for the lump-sum part and €50,000.00 excluding VAT for the purchase order part. The maximum amount of the purchase order part is €70,000.00 excluding VAT for the entire duration of the contract. The "regular market" part (DPGF) concerns the following services: Main services of missions 1, 2, 3, and 4 The "framework agreement with purchase orders" part corresponds to a maximum framework agreement, concluded in application of the Public Procurement Code, which sets the conditions for the execution of the services and is executed progressively as purchase orders are issued. It concerns the following services: Additional services of missions 1, 2, 3 and 4 as well as additional meetings. The details of the missions entrusted to the contractor are specified in the specifications.
