The Kamp-Bornhofen wastewater treatment plant is operated by the Loreley municipal association utilities and is around 30 years old. It was originally designed for approximately 1,700 population equivalents (PE) and constructed as a compact plant within an operating hall. Based on current operational data evaluations (2018-2022), the actual connection size is already 2,163 PE. Considering planned residential and commercial developments, a load of 2,274 PE is expected in the future. For future-proof design, the new plant was therefore dimensioned for 2,700 PE. The existing plant has reached its hydraulic and material performance limits. At the same time, the regulatory authority has announced stricter discharge conditions. In particular, a reduction of the phosphorus limit value from the current 6 mg/l to 2 mg/l in the future is planned. Without a fundamental upgrade, permanent compliance with water law requirements and further settlement development in the catchment area cannot be guaranteed. The objective of the project is therefore the sustainable expansion and modernization of the wastewater treatment plant to ensure future capacity, compliance with the stricter discharge limits, and permanent improvement of water protection in the Rhine catchment area. Within the framework of a feasibility study, several technical variants were examined. The preferred option was identified as a conventional activated sludge process with horizontally flowing secondary clarification (variant 1.2). The planned measures include in particular: - Construction of a new screening-roller sand trap compact unit - Construction of a new aeration basin (approx. 965 m³) - Construction of a new horizontally flowing secondary clarifier (68 m² surface area) - Construction of a new sludge storage tank (approx. 310 m³) - Construction of a new effluent measurement structure - Construction of an operations building for pumps, blowers, and electrical engineering. (In this case, the building does not serve as a classical elevated structure but essentially functions as a structural and functional enclosure for the machinery to be housed. The building geometry and physical construction requirements are specified by the process engineering parameters of the machinery.) The design is according to DWA-A 131. The future discharge values comply with the stricter requirements for COD, BOD5, nitrogen, and especially phosphorus (≤ 2 mg/l). Particular challenges of the project are the location in the designated floodplain of the Rhine, limited plot conditions between the railway line and federal road, and the necessity of implementation during ongoing operation. The construction work will therefore be carried out in several phases to ensure wastewater treatment during the entire construction period. The measure makes a significant contribution to water protection, especially to reducing nutrient inputs into the Rhine, and simultaneously secures municipal public services as well as further urban development of the local community Kamp-Bornhofen.

Upgrading KA Kamp-Bornhofen - Lot 02.
Subject of the procedure is the provision of planning services for the structural engineering planning in accordance with § 51 HOAI in conjunction with Appendix 14. --- The client intends to award the planning services in stages. In performance stage 1, phases 1 to 2 for services according to § 51 HOAI are to be commissioned. In performance stage 2, the client intends to award phases 3 to 4 according to § 51 HOAI; in performance stage 3, phases 5 to 6 according to § 51 HOAI are to be awarded. Furthermore, the awarding of special services is planned. --- The commissioning of performance stages 2 and 3 is subject to the suspensive condition that the client calls these up in writing or in text form by way of contract extension. There is no legal entitlement to the commissioning of services or stages beyond performance stage 1.
