The City of Helsinki's Urban Environment Division and the City of Helsinki's Construction Services Agency Stara are organizing a tender competition for environmental technical consulting services.
The contracting parties will make their own procurement decisions and contracts based on this tender competition. The Urban Environment Division (hereinafter Kymp) is responsible for the procurement process. The subject of procurement is divided into three (3) areas as follows:
Area 1: Consulting work related to contaminated areas and the recovery of waste
Area 2: Consulting work related to sediment research, planning, and water permit applications
Area 3: Design, consultation, and supervision tasks related to construction site water management
The selection criteria for the areas is overall cost-effectiveness, based on the best price-quality ratio as follows:
- price, weight 30 %
- quality, weight 70 %

EXTENT OF THE FRAMEWORK ARRANGEMENT
The total estimated value of the framework arrangement excluding VAT for the entire contract period (including possible option period) is 24,330,000 euros and the maximum value excluding VAT is 32,630,000 euros.

Area 1: Consulting work related to contaminated areas and the recovery of waste.
For Area 1, four (4) suppliers will be selected, unless there are fewer eligible bidders and accepted offers.
