The study aims to evaluate energy neutrality in wastewater treatment plants with significant pollution loads by analyzing sewage sludge management, energy consumption, greenhouse gas emissions, and proposing applicable technical solutions for Estonia.
A study on achieving energy neutrality of wastewater treatment plants (hereinafter WTP) with at least 10,000 person equivalents (hereinafter pe) pollution load, the overall objective of which is to provide an overview of the amount of sewage sludge generated in the WTP and its use, compare inputs and outputs related to energy consumption, production, and greenhouse gas emissions from the application of different technical solutions (sewage sludge fermentation (biogas production), combustion and pyrolysis, etc.) (for determining cost-effectiveness relative to climate-energy goals), provide an overview of the rate of self-produced energy use already achieved in WTPs by 2025, assess and propose technical solutions for achieving the energy neutrality of wastewater treatment plants (evaluating the applicability of solutions, including costs related to the acquisition, installation, and operation of corresponding equipment) under Estonian conditions, and also develop proposals regarding conditions, criteria, etc., for granting support measures. / Grounds and qualification conditions for exclusion: See the procurement base documents
The contracting authority does not split the public procurement and will conclude a service contract with one supplier for the provision of the service. The subject of the contract includes various activities that are interconnected and must form a coherent whole. Performing the contract by a single supplier ensures the economical and efficient use of the contracting authority's financial resources. It also allows savings on financial resources related to support services.
