Design and execution of works for an electricity storage facility in batteries to optimize the operation of the photovoltaic plant in Craiova, enhancing local energy system stability and supporting renewable energy integration.

Design and technical assistance services, documentation verification by certified verifiers, and execution of works for the project "Electricity Storage Facility in Batteries for the Operation of the Photovoltaic Plant of the Municipality of Craiova," according to the requirements of specification number 43962/R1/03.03.2026 and the attached technical documentation. This procurement of services and works is initiated in the context of implementing the investment objective regarding the installation of an electricity storage facility in batteries (BESS) within the photovoltaic plant of the Municipality of Craiova, as part of the local strategy for sustainable energy infrastructure development and increasing the capacity to integrate renewable energy sources. The necessity of this investment is based on the evolution of energy consumption at the municipal level, on the stability and flexibility requirements of the local energy system, as well as on the energy transition and decarbonization objectives assumed through national and European strategic documents. Implementing an electricity storage system allows for optimizing the operation of the existing photovoltaic plant, increasing the degree of self-consumption, reducing energy losses, balancing energy flows, and enhancing the security of electricity supply.

The estimated contract value is 23,112,927.69 lei (excluding VAT), comprising, according to the General Estimate approved by HCL no. 510/2025, of: - Design services, technical assistance, and documentation verification by certified verifiers: 100,000.00 lei without VAT; - Costs for basic investment (Cap. 4): 22,912,927.69 lei without VAT, of which: - Construction and installation (Cap 4.1): 3,186,264.45 lei without VAT; - Installation of machinery, technological, and functional equipment (Cap 4.2): 795,850.00 lei without VAT; - Machinery, technological, and functional equipment requiring installation (Cap 4.3): 18,855,813.24 lei without VAT; - Intangible assets (cap. 4.6): 75,000 lei without VAT - Construction and installation works related to site organization (cap. 5.1.1): 100,000.00 lei (excl. VAT).

Note: The estimated contract value does not include amounts related to miscellaneous and unforeseen expenses, Budget Margin, and Implementation Reserve for price adjustment, as stipulated in the General Estimate, which may be accessed, as applicable, depending on needs, under the conditions provided for in Article 221 of Law no. 98/2016, with subsequent modifications and completions.

The modification of the public procurement contract during its validity period is carried out under the conditions provided for in Article 221 of Law no. 98/2016, with subsequent modifications and completions. Deadlines for submitting/responding to requests for clarifications/additional information: A. In accordance with the provisions of Article 160 para. (1) of Law no. 98/2016 with modifications and completions, the deadline by which any interested economic operator has the right to request clarifications or additional information related to the award documentation is 18 days before the deadline for submitting offers. B. In accordance with the provisions of Article 160 para. (2) of Law no. 98/2016, with subsequent modifications and completions, the contracting authority will respond clearly and completely to all clarification requests within a single day, namely on the 11th day before the deadline for submitting offers, through a consolidated response, to the extent that the clarification requests are transmitted within the specified timeframe.

The object of the contract resulting from this procedure consists of designing and executing all works identified in the Feasibility Study and the relevant annexes and includes: i. Preparation: documentation for PAC and POE; ii. Preparation of the Technical Execution Project (PT + DE, CS); iii. Technical assistance from the designer during the execution of the works until final acceptance; iv. Verification of the design documentation by certified project verifiers; v. Preparation of documentation and obtaining the connection certificate for electricity production from the energy distributor; vi. Technical book of the construction; vii. acquisition of all materials and products necessary, of all machinery, means, and equipment (including any lifting or handling equipment) necessary for the implementation of the contract; viii. any necessary temporary activities or works required for site preparation, or any necessary authorization for the Contractor from the competent authorities for the execution of works and realization of temporary activities and works; ix. transportation to the site of any materials, machinery, components, and work equipment, of any normal or extraordinary means necessary for the execution of the works; x. any testing and relevant tests, as these tests and tests are requested by the legislation and regulations in the field of quality assurance systems in construction; xi. any consumables necessary for the execution of the works and the realization of any tests; xii. normal and extraordinary maintenance of the works until their handover to the Contracting Authority; xiii. activities and consumables necessary for keeping the site clean and functional, the dismantling and removal of any temporary works or activities; xiv. preparing any documentation necessary for the Contractor for the execution and design of the works, documentation that includes but is not limited to: a. General schedules for the realization of public investments (physical and value); b. Quality plan for execution; c. Quality control plan; d. Certifications and test results of the materials; e. Own security and health plan; xv. Documentation of the information necessary for the Technical book of the construction, including the documentation of the operating instructions.
Note 1: At the PAC and Technical Execution Project stages, in the preparation of the General Estimate, account will be taken of both the provisions of HG 907/2016 on the stages of development and the framework content of the technical-economic documentation related to investment objectives/projects funded from public funds, and of the Technical connection approval issued by the electricity distributor no. 001500047083/18.06.2025. Note 2: In preparing the Technical execution project and executing the works, the DNSH principles will be respected as stipulated in requirements 43962/R1/03.03.2026 and the Feasibility Study – project number RC 880/2025. The services and works that are the subject of the public procurement contract are detailed in the specification number 43962/R1/03.03.2026 and the technical documentation provided in the award documentation.
