Description:
The Municipality of Plovdiv seeks to develop an investment project and provide supervision for the construction and upgrade of green infrastructure on publicly accessible municipal properties to improve air quality in the city.

Full title of the contract: "Development of an investment project and exercise of author's supervision during the construction of site: "Construction/upgrade of green infrastructure on publicly accessible terrains - municipal property", under the project "Green measures to improve air quality in the city of Sofia". Plovdiv", financed under procedure No BG16FFPR002-5.003 "Green measures in the urban environment" under priority 5 "Air" of the "Environment" Program 2021 – 2027.
The Municipality of Plovdiv is a direct beneficiary under procedure BG16FFPR002-5.003 "Green measures in the urban environment" under priority 5 "Air", Environment Program 2021-2027.
The activities envisaged for implementation under this procedure should lead to the achievement of the objectives of the procedure and the Priority Air of the POS 2021-2027 and be in accordance with the principle of "do no significant damage".
Investment measures should:
- are aimed at the construction/upgrade of green infrastructure;
- comply with the documents included in the package "Recommendations for green measures in urban environments to reduce secondary spraying", published on https://www.eufunds.bg/bg/opos/node/10500, including taking into account the specifics specified in the document.
Scope: According to an indicative list of sites with conceptual designs that will be subject to the public procurement – Appendix 1.
Total area of the properties – approximately 31.76747 ha.
According to Art. 137, para. 1, item 3, letters "f" and "g" of the Spatial Development Act, the object of design is the third category of construction.
The activities under this contract are:
- Activity 1 "Design"
The aim is to develop an investment project in the Operational phase, in accordance with the current design regulations and Ordinance No. 4 (on the scope and content of investment projects), in full scope and scope for each of the sub-projects.
The projects for park development of these terrains envisage the construction of green infrastructure to reduce secondary spraying in the urban environment, affecting the microclimate of cities; supplementing landscaping (landscape shaping with vegetation) with tree and shrub species, as well as grassing, along busy city streets/boulevards; as well as open school areas and those on the territory of kindergartens, as well as public public spaces with open access (publicly accessible), including city parks, gardens, squares, inter-block spaces, etc.
- Design and estimate documentation, including quantitative and quantity-value accounts for each project part, as well as summarized KSS.
When developing projects, participants should ensure their compliance with the applicable regulations, rules and regulations, including:
• the relevant ordinance under Art. 62, para. 10 of the SDA;
• Ordinance No. 7 on Rules and Regulations for the Development of Different Types of Territories and Development Zones;
• Ordinance No. 4 of 2001 on the scope and content of investment projects;
• Ordinance No. 1 of 10.03.1993 for the protection of green areas and ornamental vegetation;
• Ordinance No. RD-02-20-2 of 2021 on determining the requirements for accessibility and universal design of the elements of the accessible environment in the urbanized territory and of buildings and facilities, as well as those concerning sanitary and hygienic requirements, if applicable.
Parks and gardens declared or declared as immovable cultural values of park and garden art or representing parts of group immovable cultural values should be planned and arranged in compliance with the Cultural Heritage Act (where applicable).
- Activity 2 "Author's supervision"
The contractor will exercise the author's supervision during the construction in accordance with the approved project documentation and the applicable regulations, through the designers of the individual parts of the project.
