Description:
The contract involves acquiring, installing, and commissioning air quality analyzers for ozone, nitrogen oxides, and particulate matter to enhance the fixed monitoring network in Wallonia.

The purpose of the contract is the acquisition (including installation and commissioning) of instruments and their accessories to analyze ambient air quality for the fixed monitoring network of ambient air quality in Wallonia. The target compounds are: ozone, nitrogen oxides, suspended particulate matter (PM10; PM2.5). These supplies fall under the CPV code: 38432000 Enumeration (and possible details) of the services to be performed: - delivery - assembly/installation - commissioning - training - after-sales service Lots: The contract is divided into lots. Lot 1: Reference ozone analyzer (O3) according to the standard NBN EN 14625:2024, 18 analyzers. The technical references of these analyzers are detailed in the technical clauses of this special specifications document. Lot 2: Reference analyzer for nitrogen oxides (NO2, NO, and NOx) according to the standard NBN EN 14211:2024, 26 analyzers. The technical references of these analyzers are detailed in the technical clauses of this special specifications document. Lot 3: Analyzer for PM10 and PM2.5 suspended particles and their accessories according to the standard NBN EN 16450:2017, 30 analyzers, useful accessories. The technical references of these analyzers as well as their accessories are more detailed in the technical clauses of this special specifications document. You can submit offers for several lots. All lots can be awarded to you. You may propose discounts or improvements in case of award of multiple lots: YES. Variant(s): This contract does not include any variants allowed, required, or open. You cannot introduce a variant. Free variants are prohibited. Any proposed variants will not be taken into account. Option(s): This contract does not include any options allowed, required, or open. You cannot introduce an option. Free options are prohibited. Any proposed options will not be taken into account. Tranche(s): For each of the three lots, the contract is divided into tranches. The firm or conditional nature of the tranches depends on the certainty or otherwise of their order by the contracting authority. The conclusion of the contract covers the entire contract but only engages the contracting authority for the firm tranches. The firm tranches are ordered at the time of the contract notification. The conditional tranche(s) may be ordered later, but the contracting authority is not obliged to do so. The contract includes the following firm tranches: Lot 1: Reference ozone analyzer (O3) according to the standard NBN EN 14625:2024, purchase of 16 analyzers. Lot 2: Reference analyzer for nitrogen oxides (NO2, NO, and NOx) according to the standard NBN EN 14211:2024, purchase of 22 analyzers. Lot 3: Analyzer for PM10 and PM2.5 suspended particles and their accessories according to the standard NBN EN 16450:2017, purchase of 26 analyzers, useful accessories. The contract includes the following conditional tranches: Lot 1: Reference ozone analyzer (O3) according to the standard NBN EN 14625:2024, purchase of 2 additional analyzers. Lot 2: Reference analyzer for nitrogen oxides (NO2, NO, and NOx) according to the standard NBN EN 14211:2024, purchase of 4 additional analyzers. Lot 3: Analyzer for PM10 and PM2.5 suspended particles and their accessories according to the standard NBN EN 16450:2017, purchase of 4 additional analyzers and their useful accessories. The order of the conditional tranche(s) will be addressed to you by the contracting authority under the following conditions: same conditions as the order of analyzers related to the firm tranches.

Lot 1: Reference ozone analyzer (O3) according to the standard NBN EN 14625:2024, 18 analyzers. The technical references of these analyzers are detailed in the technical clauses of this special specifications document..
Measurement principle: Method of reference specified in Directive 2024/2881 and according to specific standard NBN EN 14625:2024. Performance: The analyzer model must comply and must have passed all type approval tests (in laboratory and on-site) defined in standard NBN 14625:2024. Furthermore, it must comply with quality conformity “QAL1” according to standard EN 15267-1:2023 (with standard EN 15267-1 (2009) having been officially withdrawn.) As a result, the equipment model must be listed on the site https://qal1.de/en/main-navigation/start/ and hold a valid certificate of compliance. The device must comply with the safety standards in force in the European Union. The analyzer must be equipped with:
- A power supply: 230 VAC – 50 Hz
- A display screen: for reading concentrations, alarms, and operating parameters, graphical, etc.
- Pressure and temperature sensors: to allow automatic measurement correction in normal conditions (CNTP).
- Remote-controlled internal solenoid valves: “zero,” “span,” and “sample” pathways.
- An internal zero air generation system: to allow automatic zero checks.
- An internal ozone generation system: to allow automatic checks at scale point (span).
- Connection fittings: designed for 6 mm outer diameter tubing.
- A rack mounting system for 19” racks.
- RS-232 serial and RJ45 (IP) communication ports.
- An input filter on the sample pathway which will be placed before the cycle solenoid valves to protect them from dust.
Especially regarding the recording system and the transmission of data to an external data acquisition system: The equipment must be capable of recording data in its internal memory. But above all, the analyzer will be 100% compatible with the data acquisition system from the brand ENVEA (including all products in the ENVEA “XR” range, e.g., SAM LITE, SAM LX, etc.). The dedicated protocol will allow for the acquisition of data, technical parameters, all faults and all alarms, as well as sending commands to enable automatic checks via the “zero” and “span” pathways. This protocol must be available in IP (RJ45) as well as in RS (RS-232) and will be fully operational. Therefore, it must be listed in the catalog of digital protocols developed by ENVEA. This ENVEA catalog is made available to ISSeP and these aspects will be verified. The contractor must also provide:
- Installation in the 19” racks of the measurement stations, commissioning, and connection to the data acquisition system (ENVEA);
- A one-day training session for eight people presenting the analyzer, its operation, its use, its main faults, its preventive maintenance, etc.;
- The user manual in 2 copies in French or English including:
 Fluid circuit of the analyzer;
 Technical characteristics;
 Communication protocol (RS / IP);
 Description of normal operations;
 Description of the operation of internal elements;
 Description of the assembly of spare parts;
 Schematics of electronic circuits;
 List for troubleshooting;
 List of spare parts;
 Description of preventive and corrective maintenance.

Lot 3: Analyzer for PM10 and PM2.5 suspended particles and their accessories according to the standard NBN EN 16450:2017, 30 analyzers, useful accessories. Measurement Principle:
Method of optical measurement.
Any other measurement principle (e.g., beta radiation, microbalance) will not be accepted.

The proposed measurement method must be recognized and demonstrated to be equivalent to the reference method according to the specific standard NBN EN 16450:2017.
The measurement of PM10 and PM2.5 fractions must be carried out simultaneously by the same instrument.

Performance:
The analyzer model must comply and have passed all type approval tests (in laboratory and on-site) defined in the standard NBN 16450:2017.

Furthermore, it must meet the quality conformity "QAL1" according to the EN 15267-1:2023 standard (the EN 15267-1 (2009) standard has been officially withdrawn.)

Therefore, the equipment model must be listed on the website https://qal1.de/en/main-navigation/start/ and hold a valid certificate of conformity.

The equipment must also be included in the list of compliant devices for regulatory air quality measurement defined and published by LCSQA (Central Laboratory for Air Quality Surveillance, France, as per the update dated 09/07/2025).

The device must comply with the safety standards in force in the European Union.

The analyzer must be equipped with:
- A power supply: 230 VAC – 50 Hz
- A display screen: for reading concentrations, alarms, and operating parameters, graphical, …
- Pressure and temperature sensors: to allow automatic correction of measurements in standard conditions.
- A relative humidity sensor present in the sampling flow to monitor the hygrometry of the analyzed aerosol.
- A mounting system for 19'' racks.
- Communication ports of RS-232 and RJ45 (IP) type.

Specifically regarding the data recording and transmission system to an external acquisition system:

The equipment must be able to record data in its internal memory.
