The scope of services also includes the provision of the associated documentation, technical consulting, and accompanying services, such as support during commissioning or configuration of interfaces.
The delivered devices must be suitable for a minimum usage duration of twelve years; the random sample guarantee is at least six years. The devices must meet the requirements of Directive 2014/32/EU (MID certification) and have a calibration validity of at least six years. Furthermore, a protection class of at least IP68, the ultrasonic measuring principle with a high measuring range (for example, R 250 or higher), an integrated NB-IoT communication unit with TLS/SSL encryption, and Over-the-Air update functionality are mandatory. The battery life must be at least thirteen years.
The additional equipment of the ultrasonic water meters with wireless M-Bus functionality is optional. If this functionality is offered by the bidders, it will be considered in the evaluation.
The framework agreement has a term of three years. During this period, the contracting authority will call off at least 18,000 ultrasonic water meters. In addition, the contracting authority reserves the right to make further calls until the end of the term, with a total acceptance quantity not exceeding 28,000 meters. There is no entitlement for the contractor to call off the full maximum quantity. The contract will be concluded with only one economic operator.
Moreover, the contract includes the procurement of a central platform for meter management. This platform enables the connection, management, and evaluation of the delivered ultrasonic water meters. It includes, in particular, a Head-End System (HES) for secure communication with the ultrasonic water meters, as well as a Meter Data Management (MDM) for processing and analyzing the meter data. Optionally, the platform can be supplemented by a user-friendly end-user application. The system solution supports both simple remote reading (AMR) and advanced infrastructures (AMI) and contributes to efficient operations management.
The Water Supply Association of Tecklenburger Land reserves the right to award the contract based on the initial offers without entering into negotiations.
